JAC
leaders met CGM on 20-04-2011 in his chamber and apprised him on the
Employees awareness week and the detailed programmes on Customer delight
month. We requested him to give us a slot in the Circle Management
meeting on to explain about the JAC programmes. CGM readily agreed for
this and he assured all out cooperation for the successful implementation of
the programmes. On TDS issue and non availability of BSNL products for the
customers JAC informed our decisions in the JAC meeting. Immediately maximum
BSNL outlets numbering around 1000 to be opened in all Telephone Exchanges/
BSNL offices. This will be done without any additional staff/ major
expenditure. All the products will be made available by BSNL to DSAs/retailers.
Vehicles available at all levels will be utilised for this. In addition
C-top up facilities will be extended to the maximum possible outlets. For
finalising these CGM formed three committees headed by GM(Operations), GM
(Sales&Mktg)-CFA and
GM (Sales&Mktg)-CM. In all
the three committees representatives of JAC are also included in addition to
the management representatives. The committees will submit the report by
25th April 2011 itself. JAC handed over the letter regarding our
apprehension for the delay in the implementation of IDA pension revision for
pre 2007 retired employees. CGM took a positive stand on this issue.
JAC meeting and JAC programmes -
Circle JAC Meeting held at Trivandrum on 19-04-2011. The meeting presided by
N.A.Abraham Circle JAC Chairman attended by JAC Convener Com .Mohanan , and
representatives of AIBSNLEA and others took the following decisions. (1)
General Body meetings will be held
at all Divsional level and in sections wherever there are
more staff concentrations as part of
Observing of "Employees Awareness Week"
from 25th to 30th April, 2011 through out Kerala.
Detailed instructions in this regard will be issued by Circle
JAC in the form of a circular. The change in date from the CHQ dates is
because of the special conditions of Kerala Circle.
. Separate meetings may be conducted for CSC staff
awareness. (2) Extensive preparations to be held at all levels for the
successful implementation of
"Customer Delight Month" :
1st May to 31st May,11(3) JAC
leaders will meet CGM on 20th April 2011 and will explain to the CGM the
detailed programmes of JAC. In the same way JAC meeting to be held at SSA
level and meet SSA heads for the successful implementation of the JAC
programmes. (4) JAC decided to arrange BSNL selling points in all Exchanges
/Offices of BSNL in order to tide over the TDS problem and non distribution
of BSNL products by the franchisees. In addition JAC will cooperate and will
distribute the BSNL products to the DSAs/retailers. JAC will discuss with
the Circle Management in the proposed meeting on 20th April
2011. (4) The IDA pension to the employees retired before 2007 is to be
implemented in the Circle as per the orders on this from BSNL and DOT. JAC
will discuss this with the CGM in the meeting.

CEC
MEETING ON 12 th APRIL 2011 AT ERNAKULAM
The CEC meeting held at SNEA Bhavan
Ernakulam on 12th April 2011 deliberated various issues.
1. CEC decided to take
immediate suitable steps including TU actions if required for correcting the
anomalies in the recent transfer and posting orders by CGMT.
2. The meeting expressed
its deep concern over the collapse in mobile marketing with the introduction
of TDS. It resolved to extend all possible action to distribute RCC and top
up cards to customers and retailers through all BSNL Exchanges and offices.
The forum of JAC can be effectively utilised for this purpose.
3.The meeting decided to
urge all SSAs where Project Sanjay is not implemented for immediate
necessary action for its implementation.
4. The meeting decided
to convene JAC meetings in all SSAs for the efficient implementation of the
charted JAC programme " Customer Delight Month"
5. CEC expressed its
concern over the pathetic conditions of the external plant mtce due to lack
of fund and manpower. The meeting called upon the Management for the
allocation of necessary funds and suitable supply of labour.
6. CEC decided to
complete the CHQ building and legal fund collection within one month. All
members should contribute liberally to this and the minimum contribution per
member is Rs.500/-. Circle Office bearers and CEC members are expected
to set example for the liberal contribution. In the CEC Circle President and
Circle Secretary declared contribution of Rs.5000/- each. Com K.Krishnakumar

Rs.3000/- each. All Circle office bearers & SSA/Branch secretaries are

Circle Secretary

The date of effect of time bound up gradation granted to
JTOs/SDEs after 1-1-2007 may be reviewed and preponed as per the letter

The DPC proceedings for all officers eligible for first
time bound up gradation as per the letter under reference may be initiated
at the earliest.

Congratulation to Com. Samuel Thomas SDE,
Alacode and his team for
the exemplary contribution in achieving 1000 Port In BSNL Mobile customers
using MNP in a small Subdivision in Kannur SSA which is leading in KERALA
circle as a whole.
A Small Subdivision(ALACODE) in Sreekanadapuram Division
consists of 7 Exges one CSC and more than 9000 DELs in the eastern ghats of
Taliparamba Taluk -. The staff position is 7 TMs for 7 Exges (one each)
one TM for Udaan and one lady TM for indoor work. Two JTOs are also
available for Exge Maintence/development work
for these7 Exges
A staff meeting was
conducted by SDE distributed the applications all BSNL services, opened a
counter at CHURCH premises on Sunday where a new mobile tower has been
commissioned. The Vicar of the church also helped them to promote BSNL
products and services. Actually two mobile tower has been commissioned one
in Pathenpara and another in Thimiri under Alacode subdivision
Earlier staff meeting of whole division was convened and
attended by GMT and other senior officers. The effort of the Management in
convincing the staff to change ourselves for meeting the goal has resulted
in this marvelous achievement of ALACODE Subdivison which can be emulated by
all Executives and staff elsewhere in KERALA CIRCLE and for the entire BSNL.

contacted GM (BB) regarding revised BB tariff structure to BSNL employees
also. ( 20 ps/MB for excess usage). GM agreed to settle this by extending 20
ps scheme for all the employees.

The
Association had detailed discussion with Circle Administration on wide
ranging issues on 3-3-2011. The meeting lasted for more than 3 hrs. The
Assn was represented by CP, CS, CT, ACS Com.Aslesh and Com.Sureshkumar CWC
Member. From the Admn side besides CGM, GM (HR), DGM (HR) and DGM (Admn)
were present. Following issues were discussed.
Transfer
of Executives completing 2 year in away SSAs. The stand of the Admn. is to
consider only the transfer cases of those working only in Circle tenure
areas like Malappuram, Wynad and Kasargod. This was vehemently opposed by
the Assn. The Association argued that those who were transferred out by
the Admn in the interest of service irrespective of the place should be
brought back on completion of their 2 year tenure. Finally the
administration agreed to our demand and also agreed to consider the
retirement cases also.
Transferring out the officers on long stay basis. The Association
suggested that the transfer should be one to one basis and those who have
already worked out of the home SSAs/ tenure stations for more than one
year to be exempted form the long stay transfer. The Administration
agreed to the suggestion. But Admn side it is told that few more addition
is required at some stations like Kasargod. The Association suggested that
such requirement can be considered along with the expected promotion of
JTOs.
Retaining
Residential service connection on transfer. The CGTM agreed that he will
consider the case.
Officiating Promotion from JTO to SDE offg. The process of those left out
up to 1998 is under way. The Appeal in High Court will be expedited.
Officiating Promotion from SDE to DE. The VC of 22 officers have been
called and same will be issued soon.
Officiating Promotion from DE to DGM. The Association pointed out the
field difficulties and the implications of the present cases. The issue
is to be taken seriously with the Corporate Office before the Supreme
Court to avoid multiple litigation and stalemate in this regard. In the
light of the court cases the decision will be taken in consultation with
Corporate Office.
Recovery
from pay of JTO electrical- The recovery of pay issued from to the JTO
Electrical for not passing the Simple Accounts examination was taken up.
The CGMT has agreed to review the case.
Time
bound promotion case of JTOs of PGT SSA- The issue was discussed in
detail. It was assured that the matter will be settled with GMT PGT.
Bond
enforcement of JTOs - The procedure of Bond enforcement of JTOs in case
of resignation was discussed. The Assn pointed out that as per the present
bond there provision to recover Rs 2,00,000 only and no training expense
can be collected. The CGMT instructed GM (HR) to look into the matter.
Suggestions for service improvement - Our suggestion for improvement in
Mobile, Broad band and land line Marketing were well received by the
Management. It was decided to pursue the cases for implementation.

Organise, mobilise and unite
to defeat the sinister motives of DOT & BSNL Management to
demote the entire JTO, SDE equivalent cadres.
From 1979 onwards we are struggling for the upliftment of JTO
cadre.
IIM Bangalore in early 80's, National Productivity Council during
IVth and Vth Pay commission period and SM Aggarwal and Sarin
Committees made extensive work study and recognized that JTO cadre is the backbone of DOT (now BSNL) and
recommended upgradation of this cadre in terms of pay scales and
status. Union Cabinet in 1987 revised pay scales from
Rs.1400-40-2300 to Rs.1640-60-2900. In 1996 on Vth CPC
recommendation pay scales again revised from Rs.5500-175-9000 to
Rs.6500-200-10500 along with elevation from Group C cadre to
Group B Gazetted cadre. In 2002, after lot of struggle we
achieved E1A and E2A scales instead of offered E1 and E2 scales.
Can anyone forget the last 30 years
of struggle for our cadre? Can anyone imagine the demotion of
the cadre after 30 years of struggle?
can we imagine the demotion of
35,000 JTOs, SDEs etc ?
We have to
answer these simple questions in the coming days. Assn
(erstwhile JETA / JTOA(I) / TEOA(I) and now SNEA(I)) started
this struggle for the cadre since 1979 and will continue till we
achieve the goal.

Data
speed of 3G - The low speed and unsteady 3 G data speed problem is brought
to the notice of CGMT Kerala by CS and the issue will be taken up with
Director (CM) by our CHQ. We are trying to highlight the problem at all
levels so that problems with 3G data speed is settled.
Transfer
of Officers from Ernakulam and Trivandrum SSAs
The
working strength of executives in all SSAs is less than the sanctioned
strength and hence transfer of executives from one depleted SSA to
another can not be accepted. The Circle Administration may take
appropriate action to get more Executives posted to the Circle to cover
the shortages in all 11 SSAs, Mobile Services, CO, RTTC etc. We have
already pointed out the pending Rule 8 transfers in the cadre of JTOs and
transfer request pending from 13 tenure completed SDES from other circles.
Additional posting to any SSA under the present conditions, is to be done
only when additional strength is received by the Circle by virtue of new
postings/promotions as is being done by the BSNL Corporate office.
However transfer of executives may be worked out and implemented only
on one to one basis for meeting the requests of the officers completing
their tenure in away stations from their home stations as being done
by the Corporate office in case of inter circle transfer.
The
findings of the Committee on the deployment of staff in the Circle is
purely empirical, hypothetical and unacceptable as it is not based on
actual/ required work load or the duly approved norms of the competent
authority, which has clearly enunciated norms for arriving at the
justifications in various sections/sectors. Any decision on the basis of
crude, irrational and arbitrary conclusions with the thumb rule as land
line capacity does not deserve a place in modern management/modern
technology which mainly includes transmission media, POI, MSCs, TAX, MPLS
core network, broad band , EB Marketing both CFA and Mobile etc and land
line is but a mere contributor.

to condone the delay in passing the Examination due to administrative

Out of
21 JAG officers reverted as per the order under reference nine officers were
promoted in the 1/3 rd competitive quota, whose seniority has nothing to do
with Rule 206, which concerns only the seniority (2/3) quota.
All
the remaining 12 officers belong to 1972 or prior batches, who passed the
Qualifying Examination prior to 1985, which again means that all these
officers except one ( in case Rue 206 is to be
applied after finalization of Seniority on the outcome of SLP ) who
are coming in the zone of consideration for further promotion to JAG are
senior to the applicants in OA 520/2009 both with reference to the year of
Rect as well as the year of passing the qualifying examination.
The
applicants in the OA 520/2009 belong to 1973 and later batches, who passed
the qualifying Examination in 1985 or later. It may be noted the all the
applicants in OA 520/2009 are much junior to the all officers reverted as
order under reference and the 38 officers who were coming under the Zone of
consideration for promotion to JAG
In the
light of the above it is requested that the reversion orders of the 21
reverted JAG officers may immediately be cancelled and further promotion to
JAG may be issued at the earliest since many officers are on the verge of
retirement with a good number of posts lying vacant and consequently causing
administrative difficulties.

(INDIA) CALICUT SSA ANNUAL CONFERENCE HELD ON 6/11/2010 ATNalanda Auditorium
. The conference was formally innaugurated by Circle secretary Com George
Verghese .110 members participated in the conference. The former Circle
Secretary Com ORC, former CEC member and SSA secretary Com Ramachandran and
Com K.D Sebastian ex Circle President attended the meeting as special
invitees and addressed the meeting. Circle secretary explained in detail
about the pending cadre issues and our earnest effort to settle the issues.
On common demands JAC is the forumn for pursuing such cases - viability of
BSNL-ITS absorption ,Procurement sufficient mobile equipments etc - Com
P.Janardanan Circle treasurer also addressed the meeting. The acute shortage
of stores for line/cable maintenance, shortage of recharge coupons, paucity
of fund for various maintenance work as well as capital work, shortage of
FWT/EPBT etc were discussed in the meeting and meeting calls upon JAC to
take up the issue besides being pursued by our association. The meeting
adopted resolutions requesting the administration to stop unlimited period
of replacement warrantee of telephone instrument to one year as done in the
case of Modems. The meeting also passed resolution urging the
Administration for finalizing tender for extending labour assistance for
external maintenances. The Meeting discussed the deficiencies in Mobile AMC
performance. The members expressed their apprehension regarding the
implementation of CDR. Meeting decided to urge the administration for
strengthening the SSA Transmission wing for prompt completion of projects
and fault attending.

bereaved: Com. K.
Mohanan Pillai SDE Kollam SSA an active member of our Association met
with a tragic road accident on 6th December 2010 and
succumbed to the accident. SNEA (I) Kerala Circle mourns the sad
demise & conveys its deepest condolences to the bereaved members of his family for this greatest loss.
The
Association had a meeting with Circle administration on prior appointment on
25-11-2010 for discussing wide ranging issues already brought to the notice
of the CGMT for improvement to service and cadre issues. From
administration side in addition to Sri Premachandra
CGMT, Sri Anadakumar G M HR, Smt Rugmani Sankaranarayan DGM HR and Sri
Sathishram DGM Admin were present. Association was represented by

item was discussed in detail. The feed back given by the Association was
appreciated by DGM Admin- the nodal officer in this regard. It was informed
that the processing of Circle office is in the final stage. It was hoped
that by Jan 2011 we will be able to switch over to new system. CGMT
expressed his displeasure in the delay in some SSAs in collecting the
required information like number of workers involved. Our SSA Secretaries
are requested to take up this matter with the SSA Administration
particularly Ernakulam, Aleppy and Trivandrum SSAs.
3.
Improvement in Marketing and Customer care activities.
Our
suggestion was welcomed by the CGMT. He has immediately consulted other GMs
for the implementation of our request for 3G, GPRS for Executives and
prepaid recharge coupon to TMs in the absence of Tarang telephone. We
were told that CGMT personally feel that this can be done without any
hindrances. Our suggestion for incorporating Telephone number in all
communication was well appreciated and accepted by the CGMT. It was decided
to issue necessary instruction in this regard.
4. Suggestions
for reducing delay in implementation of project Udaan
Our
suggestions has already forwarded to GM marketing CFA for necessary action.
5.
Pending transfer request to Kerala Circle- JTOs Rule 8/SDEs completing their
tenure
CGMT
assured to do the needful at the earliest occasion.
6.Payment
of Island Special Duty allowance and Hard Area allowance to Employees
working in Minicoy under Lakshadweep islands.

CGMT was convinced about the justification and we were assured that
necessary orders will be issued in consultation with finance wing.

It was
assured that this case will be considered at the first opportunity when
substitutes are available. We were informed that sanction for recruitment of
285 TTAs( out side ) is expected very soon. Or when JTO to SDE offg is done
the case can be considered. Or at least by next March all pending cases can
be settled.
10. Information pertaining to erstwhile ASTTs as per Corp.
Office No.22-36/2001-TEII dated 5-10-2010.
We
have explained the seriousness of the issue and expressed our protest in not
supplying this information even after two remainders from Corporate Office.
CGMT immediately directed DGM HR for supplying the necessary information.
11. Officiating promotion to JAG/ STS/ SDE
JAG and
SDE Officiating are pending due to Court cases. All out effort is being made
for clearing the cases. It was assured that all vacant DE post will be
filled at least by first week of December. The Association requested the
management to clear all the reverted cases in one order.
13.
Transfer cases pending in DE cadre.
All the two year completed cases will be
cleared. It was assured that our request for clearing at least the case of
those officers retiring within 2 year will be considered positively.
Other
items taken up in the meeting
1. Shortage of materials
The issue was discussed in detail . CGMT has informed that he
is fully aware of the situation but no solution is forthcoming before Jan
2011
2.Shortage of BSNL mobile top up cards
On our intimation earlier necessary instructions are already
issued for printing sufficient recharge coupons of small denomination. It
was told that once the present printing is over there will not be any
shortage in future
3.
BSC failure at Tirur
- inaction from the AMC by M/s Nortel.
The issue of recent BSC failure at Tirur was
also discussed with the CGMT. We have informed that the AMC vendor has
simply taken the BSNL for a ride. We have expressed our view that had the
suggestions made by the our Engineers were taken in to consideration the
problem could have been settled without this delay. We have told that we can
not become the hostage of AMC vendor and vies of our technical expert are to
be given much weightage rather than the AMC holders.
4. Infra Mtce by EOI as part of Project Sanjay.
We have pointed out the loss being incurred to then tune
several Cores due to the delay in its implementation. Strict instructions
are issued to all units/ SSAs for the implementation. Our SSA secretaries
should monitor and report the progress in their SSAs.
5. Broad Band billing Issue – Bill issued by TRA is not
matching with CDR
The issue is brought to the notice of CGMT.
It was assured that he will look in to the mater for necessary action.
6. Problems in WiMax Services related with NOC.
CGMT has appreciated the points raised by the Association and
promised that necessary instruction will be issued to the concerned
officers for corrective actions. >>>>>>>
7.Delay in processing of CRs by SSAs in Promotion cases
Already instructions are issued to all
Units/ SSA for assessing and sending them to Circle office. He has
suggested the intervention of our members at SSA level also. Our SSA
Secretaries should monitor and report the progress in their SSAs.
8. Sending officers with less than 2 year service for
mandatory trg.
Our suggestion for exempting officers
with less than two year service from mandatory training was will received by
the CGMT. This will save lot of man power and expenditure towards Training.
9. Delay in posting of JTOs for want off Police Verification
report- 2007 Batch JTOs.
We were assured that necessary corrective action will be
taken in this regard.
10. Non consideration of request of officers for posting in
IMPCS.
This issue was discussed in detail with GM HR. We have
pointed out the missing cases. It was assured that the case will be
considered in future. We were advised to bring it to the notice of IMPCS
wing also.
The meeting was very cordial and constructive. We thank the
CGMT and Circle Administration for their positive approach to all the issues
raised by us.
The Circle office bearers met G M (F) Smt.

1. Disconnection of KSEB connection to BTS for non payment
of electricity bill.
We appraised GM (F) about the precarious situation and
requested to find some means for the payment of the E B charges. We were
assured that she is already seized of the issue and some strategy is being
worked out to tie over the situation
2. Pay Anomaly of JTOs of 2007 and
2008 rectts.
The issue was discussed thoroughly with
all document like Rectt Notification 2007 and 2008, IDA revision order,
Clarifications issued there under, Action taken by Rajasthan Circle, W B
circle, IT Circle Pune, Pay slip of different Circles etc. GM (F) was very
much convinced about the issue and assured positive action within a short
time.
3. Hard area allowance to Staff working in Minicoy.
This item was also discussed with G M (F) with all relevant
orders issued by DOE, Ministry of Finance, BSNL corporate office Etc. She
was convinced about the issue and expressed her displeasure in referring
this matter to Circle Office by the SSA as when there are clear orders
available, on the subject. Immediate action was assured in this regard.
The GM (F) has shared her sentiments
about the BSNL financial viability. She has suggested action from the SNEA
(India) at Circle & CHQ level against all kind of loss to our company.
The meeting was very positive and constructive. We thank the
GM (F) for her positive understanding of the issues and her concern about
BSNL financial viability.

Quality Assurance

Field units are facing many problems with regard to the
performance of Products /items tested and cleared by QA . The new caller
ID phone, FWTs, Power Plant Modules etc are few example. It is observed
that field units who are the actual users of the products are not giving
proper feed back to the concerned in this regard. The problems of any
products/items from QA can be registered with the QA site at
http://qa.bsnl.co.in/ . Our fields officers should Register the
complaints with the above site to ensure the quality of our Products/Items..
So kindly take necessary action to make use of this mechanism and to
propagate this information to all field officers rather than limiting the
same to Planning/ MM section.

Annual Conference of SNEA (INDIA) PTA SSA held on 28/10/2010
The Circle Secretary
Com George Varghese inaugurated the conference. Com Manoj P.K Branch
secretary TVLA welcomed the audience. The meeting was presided over by Com
K.John District President. The Circle Secretary emphasized the need for all
out preparation for the three days strike starting from the first week of
DEC -2010 against the policy of Central government to make our company
bankrupt and loss making finally disinvest after downsizing the work force. Com Najumudheen M Area Secretary (South) ,Com
P.Janardanan Circle Treasurer Com PRG Panicker, Com Jacob Mathew

addressed the meeting.
GMT PTA
Shri.Sasidharan C. addressed the meeting and reiterates the need of
understanding our strength and weakness, utilizing all the opportunities to
increase the market share and revenue. Earlier Circle Secretary appreciated
the stand taken by SSA administration especially GMT, PTA SSA for his
endeavour for smooth switch over to a legally valid payment system for
external maintenance and house keeping.
The meeting
elected the following as new Office bearers Com K.John SDE (O/D) Thiruvalla
as President. Com. Vinodh.N SDE (BSS) TLA as Secretary and Com.
G.Sivaraman Nair SDE (PTA) as Treasurer. About 70 members including 20 lady
comrades participated in the meeting. A fare well function also arranged in
connection on superannuation of Com Susan Markose SDE (PG) TLA.The meeting
concluded at 1615 hrs .Com Basheer Khan expressed vote of thanks to all for
the successful conduct of the meeting.

in the Circle has been hurting the fortunes of the Company very badly
uniformly throughout the Circle with no SSA exempted. A totally efficient
system for extending labour assistance to the TMs especially for attending
cable faults only can revive and resuscitate the fortunes of the Company as
far as Landline connections, with a special focus to the highest revenue
earning B/B connections. (2)
Most of the Tarang service mobile connections provided to the field staff
are not working due to instrument fault and there is no repair/ replacement
mechanism for the same. Naturally this results in hampering the effective
monitoring and follow up of fault maintenance with the field staff by the
field officers concerned. To resolve this issue we feel that the possibility
of providing GSM service connection with same free call limit allowed for

lady JTOs and one JTO worked in Lakshadweep) from Malappuram to Ernakulam issued. (3)
Circle Office will issue the Time bound promotion orders in one or days for the JTOs
of SSAs from where the assessment details obtained. These details from
IMPCS wing, Trivandrum SSA, Ernakulam SSA, Kollam SSA and Malappuram SSA are
pending. SSA secretaries of these SSAs to take special interest to complete the process.(4) Our Circle
president joined TVM SSA and posted as DE Trans as agreed by CGMT in the
meeting. We are closely monitoring for the follow up actions for the
remaining
items in the memorandum.

CGMT Kerala conveyed his appreciation through a telephone call to CS SNEA on
the efforts taken by SNEA members for achieving a very impressive figure of
SIX lakh mobile connections in the LOYAL SIM category in record time of 40
days. Congratulations to all SNEA members for their hard work in achieving
this record feat. This novel proposal about the new scheme, first anywhere
in the country , has been initiated by members of Kannur SSA. In his
telephone call the CGMT acknowledged this fact and thanked for the same. The
CGMT further reassured the CS that the Loyal SIM scheme will be made
available against the residential connections of the Executives also as
agreed in our meeting on 29-09-2010.

Discussion
of the Association with CGMT on 29-09-2010
Based on the invitation for a discussion on the issues raised by the
Association in its notice for Trade Union Actions, a meeting was convened by
the CGMT at 10/30hrss on 29.09.2010. The Association was represented by
Circle President Com N.A.Abraham, Circle Secretary Com George Varghese,
Circle Treasurer Com. P.Janardanan and Asst. Secretary Com. S. S. Aslesh.
CGMT, GM (HR), DGM (Admn) and DGM (HR) were present from the Admn side.
The discussions began with the Association representatives pointing out that
this discussion could have been initiated by the Admn on receipt of the
Resolution of the Assn or at least when the Notice was received.
1. The Assn protested the manner in which the Administration
handled/mishandled the entire issue of transfer / relieving / leave case
of the Circle Secretary N.A.Abraham. The CGMT promptly pointed out that he
had not intended the events to be carried out in the manner in which it
eventually happened and reiterated that the unfortunate incidents, that
followed, was not on his instructions/ orders. On the contrary during his
tenure as PGMT TVM he had felt the urgent need for a proper technical
officer to lead TVM Xmn. Dn, for which he had proposed the name of Sri.
N.A.Abraham, some 8 months back. It was done only in the best interests of
service. The Association was, however, quite firm in insisting that the
orders had to be cancelled immediately. Any such genuine requirement could
be considered at a later date or appropriate time. The CGMT agreed to cancel
the transfer orders but insisted that the requirement in TVM Xmn. Dn was
critical. The Assn agreed that this genuine request of the CGMT could be
considered on cancellation of the transfer orders. The CGMT immediately
agreed that Com. N.A.Abraham could join back today itself and that his leave
case would be settled immediately without posing any further problems. The
Assn, therefore , agreed that the transfer of Com. N.A.Abraham as DE Xmn and
only as DE Xmn TVM may now be considered.
2. We protested against the pick and choose transfer orders violating
the spirit of the agreement with the Assns. Any change in the transfer
policy may be decided only after taking the Association in to confidence.
We also protested the blatant voilation of Transfer Policy taking place in
some SSAs particularly in TVM SSA where huge number of transfer orders have
been issued in a short period without observing any norms.
3. It was agreed that orders issued on 29-05-2010 will be implemented
immediately.
4. Agreed that in all transfer orders sufficient time to the extent of
seven days will be given before relieving the Executives.
5. The transfers on compassionate ground will be kept to the minimum. Cases
pending for relieving with extension of six months, one year etc. will be
reexamined.

& 7 Assn strongly objected to the reversion order on 26-08-2010 as it was
totally unwarranted, without taking stock of the vacancy position. Admn
agreed for issuing DE re-officiating orders after taking stock of the
number of officers joined from other circles. Orders will be issued by 7th
Oct 2010.
8. Assn pointed out that this is first time that even after posting of 72
fresh JTOs no request/tenure transfer orders have been effected.
Admn. Agreed to issue orders of overstaying officers from away SSAs to
home SSAs, to the extent possible.
9. Assn representatives pointed out that even though BSNL CO issued
clarification in April the delay for the issuing TBP to JTOs on
completion of 6 years cannot be accepted. Admn agreed that DPC will be
constituted and orders will be issued at the earliest.
10. Pay arrears to Officiating/regular JTOs of Malappuram and Palakkad
SSAs. Assn representatives informed CGM that the case of JTOs in this
Circle is not comparable with Offtg JTOs of other Circles, as there is a
positive Court verdict here. CGM clarified that he would make arrangements
for the arrear payments.
11. Request transfer of DEs was agreed to be considered along with
the re-officiating orders and the DEs joining the SSAs from other circles.
12. Assn. pointed out that the great delay in issuance of officiating
orders for DGMs is totally unpardonable on whatever pretext. CGM
clarified that he will study the case and do the needful at the earliest. It
is a point to be noted that 1973 rects clearing the qualifying exam in
1985 can on no account become senior to 1972 rects passed in 1985 or in the
previous exams, despite any Court case.
13. The case of transfer of Executives from their home SSAs on one
pretext or other is totally unacceptable to this Assn and any change in the
existing accepted terms and norms cannot be implemented without further
discussions with the Executive Assns. We will accept only need based
transfers and transfers for the name of transfers will be totally resisted
by this Assn.
14. Assn strongly objected to the display of residence numbers of JTOs &
SDEs in the spirit of the decision of the XXI Circle Conference.
There were better methods for ensuring customer care, we insisted. It was
agreed that the method of printing cards with the contact numbers would be
explored.
15. FWTs , EPBTs and drop wire etc are diverted from other circles.
16. Codally tenable systems for line mtce/ cable mtce was agreed to
be effected immediately after tendering.
The issue of demand of Home SIM scheme to service connection was raised by
the Association. CGMT immediately .agreed to review the case and issue
orders accordingly
We asked for the Minutes of the meeting, which is promised to be issued
soon.
In response to the positive response of the Admn
to all items raised, the Assn has decided to defer the Programme of Trade
union actions.

Administrative reasons in a purely subjective manner in postings/ transfers.

cancellation of the orders dated 26-8-2010 reverting 36 officiating DEs
since sufficient vacant STS posts are available in the Circle.

Immediate
issuance of additional posting orders for officiating DEs covering up the
entire STS vacancy spectrum from the pool of officiating DEs
reverted vide orders dated 9-8-2010 since the final vacancy position can be
assessed now.
8.
Issuance of orders for transfer of all over-staying JTOs and SDEs in away
SSAs to their parent SSAs.
9.
Issuance of orders for time bound promotion to all JTOs who have completed 6
years of service, including those missed out /left over in the last time
bound promotion orders.
10.

cancellation of all transfer orders violating established norms/transfer
policies, Immediate cancellation of the order dated 26-8-2010 reverting 36
officiating DEs since sufficient vacant STS posts are available in the
Circle,

Circle Conference of Kerala Circle was held on 15th &16th Sept.'2010 at
Pagoda Resorts Alappuzha. The Open session on 16.09.2010. was marked by the
presence of our beloved comrades from ALP and nearby SSAs, like Kottayam,
Ernakulam, Pathanamthitta etc,with more than 400 in attendance, reflecting
the remarkable sense of our organizational unity, sincerity and
camaraderie. The Open Session was inaugurated by CGMT Kerala
Shri.Premachandra. GS Com. G.L.Jogi, Ex-GS Com W Seshagiri Rao, CHQ
Treasurer Com H.Muthu, AGS Com.K.Sebastin, AGS Com.M.H.Gombi, Jt Secretary
(South) Com.Rajan R., addressed the Open Session. Com K.D.Sebastain Circle
President presided over the function, Com Madhusoodana Panicker welcomed the
gathering, Com N.A.Abraham Circle Secretary presented the Keynote address.
From our sister organisations JAC Convener & BSNLEU Circle Secretary,
Com.K.Mohanan, NFTE(BSNL) Circle Secretary Com.Dharmadas, NUBSNLW Circle
Secretary Shri.K.K.Gopakumar also addressed the open session.
Shri.T.Natarajan GM Alleppey, who attended the session along with other
Senior Officers of Alleppy SSA, also addressed the gathering. GS in his
address stressed on the need for sustained and constant struggles involving
other Central Trade Unions to protect BSNL from imminent privatization. He
also impressed upon the audience that the time had come for performance
based evaluation and consequent rewards, including promotion and increments
at all levels from top officers like CGM , SSA heads etc. down to all the
Executives. But he insisted that this could start only with a performance
assessment by people who belonged to the Company and not with deputationists.
Com.P.Janardhanan proposed the vote of thanks.
The delegate session on 15th & 16th Sept 2010 was attended by 150
delegates drawn from all SSAs of the Circle. The House adopted the Report
and accounts for the period 2008-2010 after detailed discussion.
Important decisions in this conference are
1.
To ensure
implementation of legally valid contract system for extending labour
assistance to the TMs attending cable fault. The system adopted and
implemented by Pathanamthitta SSA is a model on this. Decisions taken with
the Executive Associations / Recognised union to be followed and further
follow up meetings to be held by the Circle /SSA Management at the earliest.
Target to achieve no fault condition in Cable fault is required for the
growth of BB sector and to stop churning of Land line connections.
2.
To resist
and defeat the arbitrary decision imposed by the Management to display the
residence numbers of Executives in Pillars. Circle body is authorized to
take appropriate decision in this regard.
3.
The Circle
Conference expressed its utmost concern on the recent arbitrary transfers
being inflicted on its members in the Circle and in some SSAs in a pick and
choose manner, with undue haste violating all the established norms. Circle
Conference fully endorsed the resolution passed by the CEC in respect of the
arbitrary transfer orders. (Resolution

4.
Immediate
provision of 3G and GPRS facilities to all the Executives.
5.
Implementation of transfer orders and transfer to the Executives who have
completed their tenure. Implementation of all the demands raised by this
association in the letter dated 04-09-2010 addressed to CGMT.
6.
All out
participation by the members for marketing the GSM, 3G, BB, etc.etc.
7.
Total
participation in the strike called by the JAC in Oct 2010.

Circle President, Circle Secretary and Circle Treasurer respectively.
Our O/G Circle President Com. K.D.Sebastian was honoured by the body for his
yeoman services to the Association. Com.Guruprsad O/G Organising Secretary
and Ex. SSA Secretary of Alleppy was also honoured in the delegate session.
New
Office bearers were unanimously elected by the Circle Representative Council
on 16-09-2010 in the XXI Circle conference held at Pagoda Resorts Allappuzha.
Com.N.A.Abraham, Com George Varghese and Com.P.Janardanan were elected as
the Circle President, Circle Secretary and Circle Treasurer respectively for
the next term.
