Circle Conference of Kerala Circle was held on 15th &16th Sept.'2010 at
Pagoda Resorts Alappuzha. The Open session on 16.09.2010. was marked by the
presence of our beloved comrades from ALP and nearby SSAs, like Kottayam,
Ernakulam, Pathanamthitta etc,with more than 400 in attendance, reflecting
the remarkable sense of our organizational unity, sincerity and
camaraderie. The Open Session was inaugurated by CGMT Kerala
Shri.Premachandra. GS Com. G.L.Jogi, Ex-GS Com W Seshagiri Rao, CHQ
Treasurer Com H.Muthu, AGS Com.K.Sebastin, AGS Com.M.H.Gombi, Jt Secretary
(South) Com.Rajan R., addressed the Open Session. Com K.D.Sebastain Circle
President presided over the function, Com Madhusoodana Panicker welcomed the
gathering, Com N.A.Abraham Circle Secretary presented the Keynote address.
From our sister organisations JAC Convener & BSNLEU Circle Secretary,
Com.K.Mohanan, NFTE(BSNL) Circle Secretary Com.Dharmadas, NUBSNLW Circle
Secretary Shri.K.K.Gopakumar also addressed the open session.
Shri.T.Natarajan GM Alleppey, who attended the session along with other
Senior Officers of Alleppy SSA, also addressed the gathering. GS in his
address stressed on the need for sustained and constant struggles involving
other Central Trade Unions to protect BSNL from imminent privatization. He
also impressed upon the audience that the time had come for performance
based evaluation and consequent rewards, including promotion and increments
at all levels from top officers like CGM , SSA heads etc. down to all the
Executives. But he insisted that this could start only with a performance
assessment by people who belonged to the Company and not with deputationists.
Com.P.Janardhanan proposed the vote of thanks.
The delegate session on 15th & 16th Sept 2010 was attended by 150
delegates drawn from all SSAs of the Circle. The House adopted the Report
and accounts for the period 2008-2010 after detailed discussion.
Important decisions in this conference are
1.To ensure
implementation of legally valid contract system for extending labour
assistance to the TMs attending cable fault. The system adopted and
implemented by Pathanamthitta SSA is a model on this. Decisions taken with
the Executive Associations / Recognised union to be followed and further
follow up meetings to be held by the Circle /SSA Management at the earliest.
Target to achieve no fault condition in Cable fault is required for the
growth of BB sector and to stop churning of Land line connections.
2.To resist
and defeat the arbitrary decision imposed by the Management to display the
residence numbers of Executives in Pillars. Circle body is authorized to
take appropriate decision in this regard.
3.The Circle
Conference expressed its utmost concern on the recent arbitrary transfers
being inflicted on its members in the Circle and in some SSAs in a pick and
choose manner, with undue haste violating all the established norms. Circle
Conference fully endorsed the resolution passed by the CEC in respect of the

provision of 3G and GPRS facilities to all the Executives.
5.
Implementation of transfer orders and transfer to the Executives who have
completed their tenure. Implementation of all the demands raised by this
association in the letter dated 04-09-2010 addressed to CGMT.

participation by the members for marketing the GSM, 3G, BB, etc.etc.
7.Total
participation in the strike called by the JAC in Oct 2010.

on 16-09-2010 in the XXI Circle conference held at Pagoda Resorts Allappuzha.

PAY ANOMALY
OF 2007 & 2008 JTOs -
Pay
anomaly of JTO 2007 and 2008 batches:
GS along with AGS, K.Sebastin met GM(Estt) and
discussed the issue. Association pointed out that JTOs of 2007 & 2008 batches
were recruited
in the pre revised pay scale of 9850- 250-14600.
While provisionally
placing them in the E1 scale of 16400- 40500 resulting a pay loss of Rs. 4000 per month which is against the rect
conditions. To overcome this serious anomaly GS convincingly pleaded for
fixing their pay in the pre - revised scale at least to protect the pay
till revision of the scale. GM(Estt) convinced our arguments and assured
that he will try to sort it out positively.
GS
writes to DIR (HR) on the pay anomaly of JTO 2007 and 2008 batches:
JTOs of 2007 & 2008 batch recruited
in the pay scale of 9850- 250-14600.
Provisionally
they were placed in the E1 scale of 16400- 40500 resulting a pay loss of
Rs. 4000 per month which is against the rect conditions. Some circles
have fixed their pay in the pre-revised scales to avoid the anomaly.
To overcome this serious anomaly SNEA (I) demands
1) fixing their pay in the pre - revised scale to at least protect their
pay and 2) standard pay scales E2 & E3 in place of E1A & E2A are to be
processed and sent to DOT.

What is the compulsion for the struggle
that JAC is constrained to launch from 14th June, 10?
Government’s sheer apathy, indifference and calculated moves of the
vested interests in DOT in not protecting the legitimate interests of
BSNL by forcing it to arbitrarily pay 3G spectrum charges amounting more
than Rs 10, 186.58 crores in sharp contrast to Rs 5731, 5054,
6499,2021.5864 and 5769 crores paid by Bharti, Vodafone, Aircel,
Reliance, Tata and Idea respectively and also more than 13000 crores as
spectrum charges for BWA so that BSNL lands in bankruptcy and is
eventually privatized.
While
BSNL is forced to pay 10, 186 crores for Pan India licence on Pan India
basis, without giving it an opportunity to select service areas of its
choice based on its commercial potential, Private operators were offered
complete choice to decide select service areas on the basis of their
commercial interests and thus have had to pay less than half of what
BSNL has been forced to pay by DOT. Not only that, huge and incredible
rural and social obligations of the government that BSNL has been
relentlessly meeting have been totally disregarded by the insensitive
bureaucracy in DOT.
It is
extremely important to mention here that New Telecom Policy -1999
clearly mentions that BSNL need not pay any entry fees for getting
cellular mobile services license bundled with 4.4 mhz having provision
to enhance it to 6.2 mhz. Even the full license fee paid by BSNL was
required to be reimbursed according to the provisions of New Telecom
Policy – 1999.
BSNL
Management’s strong and justified plea of completely exempting BSNL from
payment of 3G spectrum charges based on formidable grounds of policy and
commitments of the government from time to time and also the fact that
BSNL have had no choice to select Circles based on its commercial
decisions is being brushed aside by bureaucracy and vested interests in
DOT whose sole job and objective is to fully protect the interests of
the private operators.
BSNL
shall be within a couple of days forced by DOT to pay more than 13000
crores as spectrum charges for BWA auction for which presently is
continuing. BSNL does not need any BWA spectrum since it has already
more than adequate copper to provide reliable broadband services. There
is absolutely no justification for BSNL to hold on to BWA spectrum and
shell out more than Rs 13000 crores from its reserves for having met
social obligations of the government to provide broadband in remote
areas on BWA spectrum. Here also private operators are given exclusive
choice to decide their select service areas based on their commercial
interests whereas BSNL will be forced to pay on pan India basis without
giving it any opportunity to select its service areas.
Why all this is being done by bureaucracy and a couple of officers
having strong nexus with private operators and developed firm vested
interests?
The game
plan of bureaucracy and these vested interests officers in DOT dealing
with licensing policy is crystal clear. By forcing BSNL to pay 10186
crores for 3G spectrum and roughly 13000 crores on BWA spectrum, the
resources of BSNL will not only be exhausted but will be in negative.
Reserves, not profits, will be in negative, Company would be declared
bankrupt and serious efforts aimed at Privatization of this prestigious
national telecom Company will begin, and with that the objective of MNCs
and their henchmen in the government and the bureaucracy will be
achieved.
Can anyone in BSNL regardless of his affiliation remain a mute
spectator when all out and calibrated efforts are being made to make
BSNL bankrupt and finally sell it?
We should
all rise above all other considerations regardless of where we stand and
comprehensively defeat the diabolical designs of the vested interests
within and outside the government to sell this Company to MNCs in a
manner similar to VSNL. Calculated strategy and efforts have started to
sell BSNL by declaring it bankrupt and it all depends how much united we
remain at this crucial hour to defeat such sinister moves of the vested
interests.

many as 107 rural exchanges are equipped with less than 10 broadband
connections. USO FUND subsidy is available for 25 connections in these Rural
exchanges. Installation charges-Modem charges etc are also free for USO fund
connections in these exchanges. Still we are not able to load at least 25
connections for which USO Fund subsidy is available. All Executives are
requested to take it as a challenge to load at least 25 connections in
theses rural exchanges. If we fail unbundling of copper cable is imminent.

SSA Annual conference of
Alappuzha SSA was held on
03-06-2010 at Hotel Royal Park Alappuzha. Circle President Com.
K.D.Sebastian, Com Najumudeen Area Secretary and Circle Secretary attended
and addressed the meeting. Com. Nebu Mathew Jacob , Com. Madhusudana
Panicker and Com. Thomas Sebastian were elected as President, SSA Secrtary
and Treasurer respectively. The meeting was well attended by members from
all Branches including our young comrades. After the Annual Conference
a grand send off session was arranged for Com.K.D.Sebastian our Circle
President and Com.Guruprasad Outgoing SSA Secretary
Circle
Secretary along with Circle Treasurer Com P.Janardhanan and Organising
Secretary Com.Ashlesh S.S. and the representatives of AIBSNLEA met CGMT for
discussions on the transfer issue of JTOs and SDEs. GM (HR&Admn) and DGM
(HR) were present on the Admn side. After prolonged discussion lasting
nearly two Hours the following decisions were taken
1) Transfer orders issued on 29-05-2010 in respect of JTOs will be kept
pending and request transfers for the JTOs will be considered when the fresh
recruits are posted.
2) Age criteria for long stay transfer for accommodating the requests
will be 57 years on 31-03-2011 as per the Corporate office guide lines
3) Anomalies in SDE transfer cases will be corrected as per the age and
other mistakes in the transfer orders on 29-05-2010.
4) CGMT in the discussion explained the difficulty due to compulsion
and external pressure in transfer cases specially from politicians. Both
Assn representatives suggested disciplinary action on such officials as per
BSNL CDR rules, who exert external pressure on Admn for transfer.
In the light of the discussion and assurances from CGMT we decided to kept
our proposed Organisational actions in abeyance.
Congratulations for all
the members for the effective SMS campaign and Telegram campaign. We look
forward to such wonderful support in future also.

PALAKKAD. Com.K.D
Sebastian Circle President, Com T.V.Velayudhan Area Secretary (North) , Com
P.Janardanan Circle Treasurer attended the conference. Com Krishnan
Namboothiri SSA secretary welcomed the audience. Com.K.V.Abraham SSA
President presided over the meeting. Com K.D Sebastian explained in details
about the land mark achievements made during the period and emphasized the
need of unity of all Executives for further achieving the goals. The
agitation of 20th April 2010 was for the financial viability of
BSNL rather than a struggle for our financial demands. The attack against
our PSU is evident from the policies followed by the management and
Government of India and unity and continuous struggle is the only weapon
before us to resist such attacks.

COM. G. L . JOGI’S TOUR OF KERALA

Com
G.L. Jogi attended the Divisional working committee of Trivandrum SSA at
1500hrs at SNEA Bhavan. The General Secretary briefly explained the landmark
breakthrough in the promotional avenues of executives in BSNL. The LDCE for
promotion to SDE(T) for 5000 posts will be held shortly. The association of
the so called GEJTOs exerted themselves to prevent the exam last time by
all means. They ran helter-skelter to all courts in the country. But we
could defeat all their ill-motivated and fatal games, which would definitely
have been amajor setback to the career sapirations of the young JTOs. This
time around we could ensure that all the vacancies including 200-2010 are
also included to raise the number to 5000. This means that 5000 more JTOs
will be elevated to the regular SDE cadre should they be successful in the
LDCE. In the Qualifying quota also vacancies for the year 2009-10 has also
been included thus increasing the vacancies to 2500 for 66 % quota. Regular
promotion to 2700 STS posts, followed by 250 posts of JAG(DGM) posts also
will take place shortly. Com JOGI had a very fruitful interaction with
members and cleared all the doubts and queries about cadre prospects and
viability of BSNL. General Secretary thanked the Comrades of TVM SSA for
their active participation in the April 20th strike especially
in the Circle Head Quarters .
12/05/10 BSNL EU AIC at 1800hrs
The
General Secreatry (SNEA(INDIA)atteneded the SEMINAR “ CHALLENGES FACED BY
PSUs WITH SPECIAL REFERENCE TO BSNL” in connection with the AIC of
BSNLEU at Trivandrum. He called upon the workers to be ready for continuous
struggles for safeguarding the interest of our beloved company and other
PSUs in India.Com.
Tapan Sen, M.P. and General Secretary, CITU called upon the workers to
continue sustained struggle against anti-worker policies of the Central
Government. He called upon the workers to improve the quality of service
for getting popular support for agitation.
Shri
S.R. Kapoor, Executive Director (Finance) Shri K. S. Srinivasan, CGM, Kerala
and also leaders of sister unions, , Prahlad Rai, V. Subburaman, Suresh
Kumar, K.K. Gopakumar, Siva Sankaran and others addressed the seminar. The
seminar was inaugurated by Shri Kodiyeri Balakrishnan, Hon’ble Minister of
Home & Tourism.
13/05/10 CEC Meeting
In the
CEC meeting held at POC Palarivattom the General Secretary explained in
detail the importance of the agitation held on 20/05/10 against the policies
of the GOI and a non-performing Management. He also indicated that such
struggles of a more continuous nature would be required to safeguard the
interest of our beloved Company. The General Secretary also explained in
detail about how the discrimination suffered by the JTOs and Executives
promoted therefrom since more than three decades. The breakthrough made in
almost all cadre issues and payscales have been achieved through sustained
struggles. BSNL MS R/R has ended the misery of the Executive cadre changing
the integration level from the constricted JTS gate to the JAG level. 30%
fitment, 2005 JTOs’ pay anomally, regular STS promotions JAG promotions ,LDCE
for fast track promotions to young JTOS , MT recruitment for younger
generation etc etc are few of the several achievements . E1A and E2A
payscales is perhaps the only major pending issue which is also being
pursued with all the attention required, with positive breakthrough expected
shortly.

THE SNEA BHAVAN CONSTRUCTED BY THE ENTHUSIASTIC COMRADES OF
EKM SSA WAS INAUGURATED BY Com G.L.JOGI in the presence of Veteran Leader
Com W. Seshagiri Rao, Com M.H. GOMBI.AGS, Com R. Rajan .Jt Sec.South and
other Circle leaders. The inaugural meeting was held at POC ,Palarivattam
,Kochi , under the Presidentship of Com T. Issac (Ex Jt Sceretary South )
Chairman, Building Committee, and a pioneer in formation of BSNLEA in KERALA
Circle along with Com KD Sebastian. The report of the building construction
was presented by Com George Verghese . Com P.L. Francis welcomed the
audience.
Farewell to Com K.D Sebastin and other SNEA members of ENK
SSA. The day was marked by an emotional farewell to Com K.D Sebastian our
Circle President, who is superannuating from BSNL service on 31st
May 2010. Com G L JOGi Hon’ble General Secretary in a very candid narration
explained the monumental contributions made by Com KD Sebastian to both
BSNLEA and SNEA(India). He remembered how Com K D Sebastian played a very
huge and vital role in building up the BSNLEA particularly during the
initial difficult days as well as for the formation of unified SNEA at
Kanyakumari and in his dignified and exemplary role as Kerala Circle
President ever since. He was extremely helpful in the functioning of CHQ
extending the most valuable assistance during the entire period. His efforts
in streamlining and building up the Association in Kerala Circle and the
country as a whole are more than praiseworthy. He is a man of extraordinary
caliber, sincerity and uprightness. His courage and and fearlessness to
highlight and fight injustice and unfairness has been exemplary. The courage
with which he stood up gainst the vindictive actions of the Administration
particularly against highhandeness against our comrades in ALP SSA is beyond

also shared similar sentiments along with other Circle and SSA leaders like

Thanksgiving function hosted by Com K D Sebastian.
In a function organized and hosted by Com K D Sebastian on 15th
May in YMCA Auditorium EKM the dais comprised of Sri. Charley Mathew GM MS,
Sri. N. Haribabu, GM EKM SSA, Sri. Vinod Abraham GM MS, Sri B. Sunil Kumar
GM MS along with our national leaders, Com G L Jogi, GS, Com. W.Seshagiri
Rao, Com. .M.H. Gombi, AGS, Com R. Rajan, Jt. Sec (S) and Prof Dr. S. Kannan,
Head of the Dept of Chemistry, University of Calicut and Sri. Jojo Peter GM
Cochin Shipyard. An overflowing audience comprising of the friends and
well-wishers of Com. K D Sebastian, all expressing their warmth and
sincerity, was uncontrollably mammoth numbering around 1000, indicating the
huge popularity enjoyed by our leader. Representatives of the Association
from all parts of the Circle attended with rare enthusiasm. All the GMs and
other Speakers were unanimous in applauding the remarkable and exceptional
achievements worked out by him on the official fronts. They were univocal in
stating that he was instrumental in a very fast launch of 3G in Kerala
Circle. His great contributions as DGM Plg. EKM SSA were also remembered
with great fervor quoting the relevant statistics to support his unique
performance. They also very enthusiastically stated that he never mixed
official work with Association activities despite the splendid performance
on both fronts. Our leaders were equally appreciative and stated that it was
quite unparalleled for a DGM-ranked Officer to be a top leader of the
Association. The exemplary skill with which he successfully balanced both
without compromising either was an extraordinary act of brilliance. Our GS
was quick to point out that the statements made by the GMs with all
supporting stats was clear proof that a promoted officer could excel in
high-ranking posts as well.

Hon'ble
MOC was in detail apprised about the deliberate attempts being made to
derail the process of absorption of ITS and how inordinate delay has
adversely affected the growth of BSNL. After getting elaborate feedback
from JAC, Secy/DOT apprised that Cabinet note being sent does not
contain any demand of ITSA regarding their absorption, neither
prospective date of absorption or any other new demand. The note only
explains in detail that the absorption process initiated by DOT twice
has not met with considerable success, and, as such, Cabinet is being
approached to advise DOT as to how to go about in such a situation and
deal with huge number of ITS officers having decided not to get absorbed
in BSNL. For this, wider consultations with Ministry of law, DOP, D.O.E
etc are needed which is expected to talk another three months. After
getting advice from Cabinet, DOT will immediately act on the advice of
the Cabinet. Hon'ble MOC is fully committed to get the issue
conclusively resolved, and is now informed of all the dimensions of the
issue. What is extremely significant is that Hon'ble MOC also directed
BSNL Management to take immediate action by way of recruitment of DGMs
and MTs so that a parallel middle level Management is available in the
event of repatriation of ITS from BSNL. When we pointed out that the
eligibility conditions for recruitment of DGMs and MTs are finalized in
such a manner so as to derail the process, Hon'ble MOC directed
CMD and Director(HR) to discuss and finalize eligibility conditions
afresh in consultation with the Associations. However, on ITS
absorption, two important issues have surfaced, one is that Hon'ble
MOC's committed involvement and non inclusion of demands of ITS in the
Cabinet note, and the second one is taking immediate action in the
direction of setting up a parallel middle level Management in BSNL.
When
the demand of fixation of new IDA scales @ 78.2% was strongly pleaded
with Hon'ble MOC, he clearly directed CMD to discuss the issue with
executive Associations, failing which he advised us to meet him.
Circle JAC met at 17:30 hrs today and decided to
continue with the indefinite strike from 6:00 hrs of 20th April 2010.
The strike will be peaceful, sit out, massive picketing and lunch hour
/closing hour demonstrations have to be conducted at Circles/SSA/Branch
levels, no one has to be permitted to enter the work place. Make this strike
a complete success.
CGMT
issues clear instructions on antedating of date of increment
in revised IDA pay scale of the senior on par with junior solving the serious anomaly involving huge loss to the
senior in comparison to the junior. Our sincere
thanks to CGMT Kerala for the prompt action.

! Pay of all 2005 Batch JTOs joined after 01-01-2007 will be fixed
at Rs.21620/- from the date of their joining. All other terms and
conditions of pay revision orders will be applicable to all the JTOs

CWC from Kerala.
Important decisions:
1.Indefinite
strike w.e.f 20.04.10:
SNEA(I) to take a leading role in organising the indefinite strike w.e.f
20.04.10 at Circle / SSA and local level under the banner of JAC to
settle the entire charter of demands including very crucial issue of
immediate completion of ITS absorption.
2.Sam
Pitroda Committee recommendations: The recommendations of the committee
regarding change of leadership and induction of professionals from
outside at the board level were wholeheartedly supported.
Recommendations relating to adoption of “Managed capacity” and
“Managed Services” models in BSNL require a comprehensive study before
expressing our final view. VRS, disinvestment, unbundling of last mile
copper and outsourcing have to be opposed tooth and nail. Recommendation
of the committee on completion of ITS absorption in a time bound manner
to be strongly supported.
3.Revival
of BSNL:
SNEA(I) should be seen as agents and leaders of change in enforcing and
implementing sweeping reforms on each and every front. For successful
implementation of reforms and their results, it is absolutely necessary
to resolve ITS absorption. Any attempt to introduce innovative reforms
on procurement policy, HR front, streamlining the whole organization and
giving it an entirely new facelift will be futile if unabsorbed ITS
officers are asked to oversee implementation of these reforms. Deciding
the basic issue of absorption of ITS in BSNL is going to be the key to
successful implementation of any new future road map for revival of BSNL.
4.Regularisation
of Adhoc STS:
CWC unanimously resolved for immediate regular promotion to 2500 STS
posts, regardless of whether or not to include 270 competitive adhoc
STS. In the meantime, it was decided to get impleaded in Hon’ble High
Court of Ernakulam to oppose fixation of seniority and promotion of 147
SDEs to adhoc STS, besides continuing contesting seniority fixation of
270 adhoc STS in Hon’ble Supreme Court.
5.Amendments
to BSNL MS R/Rs: The
following amendments are to be made in the BSNL MS R/R: a) The basic
spirit of R/Rs should be to have uniformity in all disciplines and the
R/R provision for Civil / Elect wing has to be modified accordingly. b)
The no. of posts to be filled up in JAG cadre should be in the ratio of
50:50 for direct and promotee streams. c) Since bench mark and selection
method for Adhoc and Regular promotion to STS is one and the same, adhoc
STS Officers should become regular as soon as vacancy arises in regular
STS without any further DPC. The adhoc service also should be counted as
regular service for all purposes. d) Future promotions in STS and JAG
should be regular and not adhoc. e) Change of designation has to take
place along with time bound financial upgradation.
6.Pay
scales of JTO, SDE and equivalent cadres:
BSNL Board approved the E1A and E2A pay scales for JTO and SDE along
with other pay scales and these pay scales are pending at DoT for
approval. Association shall pursue the matter with DoT /DPE for early
approval.
7.Membership
verification: The
CWC resolved that SNEA(I) should independently go in for membership
verification and the discrepancies pointed out by UF with reference to
committee’s report should be addressed prior to starting membership
verification.
8.
Merger of Executives’ Associations: The
issue of merger of Executive Associations was discussed with open &
positive frame of mind. The formation of United Forum and the
achievements made by UF were highly appreciated by one and all. Taking
into account future formidable challenges, it was decided to send very
strong signals of unity to the base level for further strengthening of
United Forum of BSNL Executives. Association shall strive hard to move
in the forward direction, not in the reverse direction, in the days to
come, with regard to consolidation of unity of the two Associations
since Association has all along been a strong protagonist of school of
thought of Unity, CWC clearly opined.
9.
Co-option to the Post of Asst. General Secretary:
Com. A. R. Manani, CWC member from Maharashtra Circle co-opted to the
vacant post of Asst. General Secretary/.
10. Civil / Elect wings
should be brought under the administrative control of Circles / SSAs.

who passed away on 13-04-2010 at PVS Hospital Calicut. Our heartfelt condolence to

Meeting
with CGM Kerala - Circle Secretary along with Circle Treasurer and
Branch Secretary Com Santhosh met CGMT and discussed
Associations suggestions/ action plan for the improvement of Broad Band , 3G
and 2G marketing. He appreciated our movements. Regarding free down load for
BB connections CGM agreed to start the free usage from 20-03-2010 itself an
this facility will be extended to all concessional BB connections to BSNL
employees also. GM (Admn) and GM (BB ) were also present in the meeting. In
addition we pointed out our serious concern regarding the delay in
officiating promotions. Officiating from JTO to SDE and SDE to DE are
delayed because of cases filed by some executives in CAT Ernakulam. DGM
officiating orders are expected at any time.

informed the details of charge reports of officers on promotions ,the
details of officers declined the promotions etc properly and systematically.
As a result of Circle office finds it very difficult to issue re officiating
promotion orders in time. If any abnormal delay is being occurred it may be
brought to the attention of Circle union All are requested
to forward one copy of the charge report to AGM (Admn), O/o CGMT Kerala
whenever they are assuming/relinquishing duty.
Massive
participation in Joint action programme - BSNL
employees in Kerala as part of the All India programme of Joint Forum
of Executives and Non Executives participated in the dharna in protest
of disinvestment proposal, VRS for one lakh employees, copper unbundling,
outsourcing through Managed Service Model and demanding immediate absorption
of ITS officers, immediate procurement of GSM equipments and IDA pension
revision. In all the SSAs and Circle HQs of Kerala this dharna
was conducted sussesfully.
In KANNUR SSA DHARNA was held at KANNUR, TELECHERRY,
TALIPARAMABA, KANHANGAD AND KAZARAGODE. In Ernakulam SSA DHARNA conducted in
THODUPUZHA and in front of BSNL Bhavan at
SSA HQs.In Kozhikkode dharna held atT Kalpetta , Badagara and SSA head
quarter. DHARNA was also held at SSA HQs of MALAPPURAM,
TRICHUR, PALAKKAD, KOTTAYAM ,ALAPPEY, PATHANTHITTA, KOLLAM AND IDUKKI.
At TRIVANDRUM THE MASSIVE
DHARNA WAS INNAGURATED BY Hon'ble Member of Parliament Sri Sampath He
stressed the need for protecting the BSNL as public sector company without
privatizing and happy to see the unity of officers and workers beyond narrow
political considerations to fight for the very existence of the company.

26.03.10 and one day token strike on 20.04.10:
Joint Forum of Non
Executive and Executive Unions / Associations met at New Delhi on
15.03.2010 and discussed the Sam Pitroda Committee report and its recommendations.
Joint Forum come to the conclusion that the total failure and
mismanagement of the affairs in BSNL by its top Managers at different
level lead to the the intervention of Hon. Prime Minister and formation
of the committee.
While opposing the
negative recommendations listed below, it has to be ensured that Jt.
Forum is not opposing all other positive recommendations and sweeping
reforms in the report like bringing professionals into the Board
and top management, complete ITS absorption, Managed capacity, change in
procurement policy etc. We are fully endorsing those recommendations and
demanding its speedy implementation.
Some vested interests within BSNL
and DoT are propagating that the BSNL employees are opposing the entire
Sam Pitroda recommendations and they want to stop the entire reforms by
this.
Almost all the Unions / Associations of Joint
Forum participated in the meeting. Joint Forum unanimously resolved for
one day Dharna on 26.03.2010 and one day strike on 20.04.10
demanding:
a) immediate
repatriation of all ITS officers who are not opted for BSNL
b) No disinvestment
c)
No retrenchment
through VRS
d) No unbundling of
last mile copper
e) immediate
procurement of GSM equipments
f) No outsourcing
through Managed Service Model and
Vacancy years:
2006-07, 2007-08, 2008-09 and
2009-10.
Approx no of vacancies:
Above 5000 including carried over vacancies.
(Since limited vacancies
only are available in the seniority quota of 67%, all the JTOs interested in
functional promotions are requested to appear in the LDCE. CSs / SSA Secs /
Branch Secs and office bearers are requested to give wide publicity to this
among the JTOs and ensure that all the JTOs are appearing in the LDCE.
Association ensured that a) LDCE held in OMR basis, b) scheme changed, no
descriptive type questions and only objective type questions, c) all the
vacancies upto 31.03.2010 got notified and d) syllabus again got revised in
January)

3 years service as on 01st July of the vacancy year.

AGB of Kottayam SSA held on 17th March
20010 at Hotel Orchid. CS and Circle President attended the meeting and
addressed the meeting.The meeting was well attended by members of Kottayam
SSA. As part of the GB sent off also arranged for the retired and retiring
members. Welfare assistance of Rs.40000/- disbursed to the late comrade
Appukuttan of Kottayam SSA.Com PRG Panicker, Com.C.J.Joseph, Com.P.C.Somaraj
and Com.Raju Joseph were elected as President, Secretary, Treasurer, and CEC
member for the next term.
The
loading of Some the rural DSLAMS is far from expectations. About 130 DSLAMs
has been loaded less than 10 number of broadband connections. BSNL will get
subsidy for atleast 25 connections under USO modem-installation security
deposit etc. is free. Still we are struggling hard to utilize the spare
capacity. OUR association should take it as challenge to market broadband
aggressively.

addresses CGMT on information/ details required from the circle pertaining
to the eligibility of 2001 recruit JTOs who are admitted to LDCE by
virtue of their juniors being admitted on competition of requisite three
years service - As such the decision taken by the Kerala Circle
Administration in considering them eligible is absolutely correct and
unquestionable. We therefore request the Circle Administration to
address the BSNL CO with the correct facts and figures to arrest any move to
declare these candidates from Kerala Circle ineligible. We further request
the Circle Administration to correct the mistakes that have crept into
the HR details of some of these Executives, which might have prompted

Allotment of
JTOs to Kerala Circle from the ongoing recruitment
– Association representatives pointed out that in the recent allotment of
JTOs also only 90 candidates are allotted to Kerala doing great
injustice to our Circle.
Issues related
to TTAs selected as JTOs as departmental outsiders for the recruitment
year 2007.
- Dir (HRD) agreed that he will study the case and will take necessary
corrective action.
Reduction of
Training allowance to RTTC Faculty members and recovery of pay.
Pay revision
anomaly for 2005 recruited JTOs.
- He told he is aware of the case.
Annual
Performance Appraisal Report for the ongoing DPCs
Promotion of
Regular STS Officers to JAG and completing the DPC for regularization of
STS Officers.- Already actions for JAG regularization is in progress
and after exploring the legal implications DPC for regularization of STS
will be completed.
Settling the
EPF problems of BSNL recruited JTOs.
- He directed the Circle to take necessary action in this regard.
Case of Officiating JTOs from the qualified TTAs
E1A and E2A scale
finalization and consequent denial of TBP to JTOs. - Positive steps
already taken and discussed with Secretary DOT. The issue is expected to
be settled at the earliest.
JAO Rectt notification -
Instead of E1A scale in the advt. it is given as scale starting from 16400
- Agreed to look in the matter.
Referendum for Executives -
Once Associations submit their view points the formalities will be
finalized.
In addition to these
developmental issues like shortage of modems, action plan to minimize the
churning of land lines etc were also discussed.

1.Time
bound promotion of JTO to SDE
2.Time bound promotions to all grades due w.e.f 01.10.2009 are
under process, we request expeditious action on this count.
3.Issues
related to TTAs selected as JTOs as departmental outsiders for the
recruitment year 2007 has been brought to your notice on earlier occasions
and again through the letter dated 2 4-11-2009, but still remains unsettled
.The letter is self explanatory and may be settled at the earliest.

4.CDA-IDA Option Cases:
The requisite data as required by the BSNL Corporate Office by 31.03.09
remains unattended even after several months and several reminders from our
side. Immediate action is called for and expected. We request the CGMT’s
personal intervention on the subject.
5.PC for selection of STS to RTTC: Though the options were called for
months back and the DPC for selection of JTOs, AOs etc are completed it
appears that there is a long lingering over the selection of STS. Kindly do
the needful at the earliest so that the RTTC is sufficiently manned.
6.Transfers of Officiating SDEs / executives completing tenure particularly
in MRX SSA.
As many as 10
SDEs (offg) will be completing 2 years of tenure service at MRX SSA by
Nov-09. Also two other SDEs, who have completed more than 2years 8 months’
service at MRX are still awaiting their transfer cursing this Association as
well as the Administration. This, while the BSNL CO issues retransfer of
officials immediately on completion of requisite tenure period. This results
in creating a negative tendency in the minds of executives to accept the
promotion to tenure stations with a cyclic effect. We are perhaps forgetting
that most of those who are pushed out incur heavy financial losses in the
process as all of them are in the grade by virtue of time bound promotions.
It may be ensured that no executive overstays after his tenure period. This
may be given the right focus at least during the posting of 2002 JTOS on
offtg promotions, expected shortly.
7.
Rule-8 Transfer Cases of JTOS
Our circle was
following certain norms while considering the posting of JTOS on Rule-8
transfer from other circles. The well accepted norms was based on
recruitment year ,That is to say If any official is waiting for transfer to
particular SSA and are junior based on recruitment year then the case of
Rule 08 transferee is admitted and posted to their requisite
SSA..Unfortunately no mercy is seemed to be shown to the Rule-8 transferees
currently by posting them to distant places, in contravention of the norms
followed in the past. Another point is that there is not much justification
for posting Rule -8 transferees in STR/STP when the field units in the
Circle are famishing for sufficient hands for sales team./project Vijay / BB
provision etc etc.
8. Marketing:
Much desires to be done in the field of marketing strategies. The benefits
offered to the customers are never projected properly. To add to this they
are again to meet with our obligations on hazardous procedures. The STV
introduced with the per second pulse compels the customer to run to many
doors to enjoy the facility which certainly few can be expected to do when
our competitors are offering all these just by an SMS. Can’t we do the same?
No information goes to our customers as well as other customers about our
product, its quality or its advantages. Already we are running after the
hares. What results can we expect to gain from announcing extravaganzas or
offers, when others are doing the same without any hassles. Similar is the
case about EVDO or pre-paid WLL connections. We hope that these issues will
receive due attention so that our dwindling market share does not further
slide down a hugely inclining slope.
9.
The insufficiency of modems to meet our best brand the Broad band
and good quality instruments particularly WLL all do not
require reiteration.

Issues
related to JTOs of 2007 selected from TTA post –In spite of
several discussions regarding the issues affecting the officials
selected as JTOs who applied through proper channel, after completing the
required period of bond, officials are made to needlessly suffer for the
technical lapses that occurred while relieving the officials on technical
resignation on being selected as JTOs. Their existing HR details have been
totally deleted as if they have completely left the BSNL, while the matter

BSNL MOBILE CONNECTIONS PROVIDED TO KERALA POLICE STARTING FROM CONSTABLE TO
DGP AS A SPECIAL PACKAGE WITH CUG FACILTY, GROUP SMS FACILTY etc. on
23/09/2009 . ALL POLICE STAIONS HAS BEEN ALREADY PROVIDED WITH BROADBAND
CONNECTIVITY. THE FORMAL INAUGURATION OF THE SCHEME WAS HELD ON 23/09/2009
at V.J.T .Hall TRIVANDRUM. The Hon’ble Chief Minister of Kerala Sri.V.S
Achuthanandan inaugurated this new venture which is first of its kind in
India. The meeting was presided over by Hon’ble home minister of Kerala
Sri.Kodiyeri Balakrishnan. The CGMT Kerala offered felicitations who is the
main architect in this venture. Earlier there was stiff competition and
bargaining from private service providers especially from Vodafone to grab
these connections. But the associations played a key role to accept our
proposals by Government of Kerala. Sri..K.Mohan, Circle Secretary, BSNLEU,
Sri.N.A Abraham, Circle secretary, Kerala, SNEA (India), along with senior
officers of BSNL Sri.Anilkumar, DGM (Marketing) Kerala Circle met Hon’ble
Home minister for positively considering our offer and proposals. To safe
guard the interest of a public sector undertakings and also due to security
concerns they finally agreed our proposals and hence this scheme implemented
successfully. LET US HOPE OTHER CIRCLES MAY ADOPT SUCH MEASURES FOR
MARKETING OUR PRODUCTS.

Meeting
with BSNLEU/ SNEA/AIBSNLEA in the matter of maintenance of External
Plant in Kerala Circle held on 9thJuly 2009 in the conference
hall of CGMT's office. CGMT presided over the meeting. From SNEA side CS
along with Circle Treasurer and Area Secretary (C) Com George Varghese
participated. The fruitful and healthy deliberations took place and
the following decision were taken in the meeting.
(1) Maintenance of Cable network
and attending the cable fault is the duty of TMs working in the sections.
(2) Uniform procedure to
be adopted in throughout the circle.
(3) In some SSAs still method of
payment through ACE-3 practice is adopted and is to be discontinued since
this practice is not allowed in BSNL.
(4) How to extend assistance to
the TMs for earth work etc will be decided in the next meeting to be held in
the first week of August 2009.

along with Circle President Com. K.D.Sebastian and Circle Treasurer Com
P.Janardhanan met the CGMT in his chamber on 3rd Jul 09. GM
(Admn) and DGM (Admn) were also present. Association in this scheduled
meeting, lasting about two hours discussed a number of issues focusing on
the improvement in quality of service, customer relations and growth in the
Circle based on the letter submitted on 24-06-2009 apart from other issues
pertaining to service matters of the executives.
I.
Items pertaining for the improvement of quality of service, customer
relations and growth of BSNL
(1) Association expressed
its serious concern on the large scale disconnection of wired lines to the
tune of 1.2 lakhs and the non-achievement of expected growth in WLL in
2008-09. The present trend is also far from encouraging with more than
23,000 disconnections in the first quarter itself. We pointed out that the
neglect in protecting and revitalizing the existing cable network was the
main reason for the negative impact, which had telling effects on the
precious Broad band sector also, where our monopoly might end very soon. We
stated that a valid contract system is the only solution in the absence of
trained and willing TMs to protect this costly asset. The Administration
appreciated our views and promised very early resolution of the issue.
(2) The lack of good
quality EPBTs and CLI telephone instruments played a very prominent role in
customer dissatisfaction. A number of suggestions on the subject submitted
by us earlier is yet to be heeded to. We suggested a scheme promoting the
subscriber using his own instrument and marketing it in such a way that
every subscriber taking a BSNL wired connection gets a reward of say Rs. 300
to 400 with conditions apply. The condition shall be a connection with his
own instrument. This will tempt new customers into the BSNL fold apart from
saving a huge amount of discontent and money on repair that is being spent
at present and better parameters to satisfy the TRAI, with man power saving.
The CGMT responded positively and agreed to explore the possibilities.
(3) The multiplicity of
FWT instruments especially the SMPS type with no system in place for their
repair was another issue projected. The CGMT informed that purchase of
internal batteries was in progress and further supply of IFWT s are expected
by the end of July. Our suggestions on minimising the number of vendors, not
only in FWTs but also all other BSNL requirements were also appreciated by
the CGMT who promised to convey the sentiments to the BSNL CO. He also
stated that the BSNL CO was taking this suggestion very seriously with
expected possible remedies.
(4) The large number of
PCO disconnections had a serious impact on our revenue. While our
competitors were growing very fast in the sector we had gone down by huge
proportions during the last couple of years. To check the closure of Urban
PCOs we suggested the reduction of the minimum guarantee from Rs 300/ per
month to Rs. 200/-per month. CGMT agreed to do the needful in this matter.
(5)We requested that our
dynamic young executives may be well deployed especially in the Broad band
sector for the effective mtce and provision of new broad band connections.
Their utility in the external plant also should not be discounted as this
will not only help the system but also expose them to the vital fields for
their own learning and improvement
(6) Diploma/ Degree
apprentices may be taken on large scale to cover up the acute shortage of
JTOs to the tune of 1200 in the Circle. They can be well utilized at very
low cost in different fields of Telecom including Broadband deployment,
marketing and sales of land lines, OMCR, BTS mtce etc. The Administration
expressed its prompt willingness to engage them on request from SSA heads.
SSA secretaries may take up the case further with the SSA heads.
(7) Our Marketing strategy
in the Mobile sector needs a complete revamp. Even though we were able to
achieve our target for the month of June by adding 127000 connections our
performance in first two months of the first quarter was very poor. Also we
hear that Tata Do Co Mo with their new per second strategy is selling at
around 20,000 to 25,000 per day, which means that our efforts are far from
satisfactory. Even on the wire line front we require better marketing
strategies to prevent that large scale erosion of connections.
(8) Approval for laying OF
cable through the cable ducts in Technopark by paying a small amount per
annum as usage charge for using their ducts is pending since long. CGMT
asked GM (Admn) to get the report from the SSA on the subject so that
sanction if any required from Circle Office can be issued
(9) Our suggestion that
disconnection should not be enforced on the customer at least till the next
bill was received well by the CGMT. He promised suitable action in
consultation with GM TR.
(10) Huge sums that are
now being paid to ex-servicemen also requires a relook, we stressed. The
CGMT was convinced and assured further action on the subject.
II.
Issues on service matters:
(1)
The lack of sufficient allotment of JTOs to the Circle
in all the last recruitments in spite of the growth and profit of the Circle
is really disturbing. With a vast number of retirements taking place from
month to month without respite, large intake in the basic JTO cadre needs no
emphasis, especially when large allotments are being given to hugely
weakening and loss-making Circles. This is more an issue concerning growth
of the Company than a service issue. When we focus on growth and profit that
partisan attitude of the BSNL CO which allots less than 100 JTOs in each
recruitment is not at all conducive to our earnest efforts. Even in the
latest 2009 recruitment we hear that our allotment is hardly 80. We
requested the CGM to take up the matter with Director HRD, with all the
sternness and importance it deserves. We need not forget that about 1200 JTO
vacancies exist in the Circle. CGMT immediately directed DGM (Admn) to
prepare the DO letter to the CMD/ Dir HRD. On our part we promised to
pursue the case with our CHQ as well.
(2) TTAs with about
five years of service and recruited as JTOs in DR quota are denied their
legitimate service rendered in the TTA cadre with consequent non-drawal of
salary for months together. Some SSAs have gone to the extent of deleting
their HR data and allotting new HR numbers. This action is totally
unwarranted. CGMT agreed to look into the details and do the needful.
(3) Releasing of JTOs
from Lakshadweep by Ernakulam admn and STR even though substitutes have
joined some two months back is not understandable. We expressed our concern
on this issue. CGMT and GM (Admn) agreed to do the needful in this issue.
(4) Time Bound
Promotion to JTOs of 2001, 2002 and 2003 batch – We strongly pointed out
that as per orders on TBP, JTOs reaching the minimum of the SDE scale are
eligible for TBP on completion of 4 years service.. 2001 JTOs are satisfying
this condition on 01-01-2007 itself and the later recruits follow suit. CGMT
directed DGM (Admn) to do the needful at the earliest.
(5)
Officiating promotion to JTOs of 2001 recruits
– We requested CGMT to issue officiating orders for 2001 recruited JTOs
immediately since there are some 200 unfilled SDE vacancies in Kerala
circle. CGMT agreed and directed DGM (Admn) to process the case immediately.
(6) Officiating
promotion in DE cadre and DGM cadre – CGMT agreed that this will be done
after assessing the vacancy position in DE and DGM cadre.
(7) Plan change in
Broad band service to Employees in their service telephone at their own
cost: We brought to the notice to CGMT that such changes on request and
payment by employees are not entertained in some SSAs compelling our own
employees to go to Private operators for satisfying their requirements. CGMT
totally disagreed with the attitude of the SSAs and directed GM (Admn) to
cause action to resolve the issue.
The entire deliberations
were carried out in the most cordial atmosphere and most of the issues that
we projected received very serious attention from the Administration. We, on
our part, promised the Administration all co-operation in its genuine
attempts to make the Circle, the most-growing and most profitable Circle in
the Country.
GM
(Admn) invited representatives of SNEA(I), AIBSNLEA and BSNLEU for
discussing BSNL Mobile infrastructure sharing with Private operators. From
SNEA side Circle Secretary Com.N.A.Abraham along with Circle Treasurer
Com P.Janardhanan attended the meeting. Com Kuriakose and Com Mohandas
attended from AIBSNLEA side and Com Muraleedharan attended from BSNLEU side.
From Official side GM (Admn), GM (MS), GM (F), GM (OP), DGM (NP) of MS and
DGM (Admn) attended the meeting. No final decision arrived for sharing the
tower with Private Operators and it is decided to form a committee
consisting of representatives of SNEA , AIBSNLEA and BSNLEU and officers of
Mobile wing to go into the viability of sharing 60 sites as requested by the
Private operators. Staff side objected for sharing of any strategic sites
with private operators and the committee constituted will go through all the
details including the capital investment for infra upgradation for
sharing, revenue earning from sharing, security arrangements required,
technical arrangements for keeping down time more than 2% for the BTS sites,
penalty for uptime less than 98% etc.

place their request for separate SIM cards purely for testing and for

The police department has finalised the new arrangement with the Bharat
Sanchar Nigam Limited (BSNL), which has taken it as a 'prestige' project and

on the undue delay in issuing the orders for the pay scale up gradation of JTOs to SDEs,
SDEs to Sr.SDEs, Sr.SDEs to DEs and DEs to JAGs. CGM agreed that necessary
orders will be issued after the Circle Management meeting scheduled for 17th
and 18th of this month.
(3) SDE to DE officiating orders - Assn requested CGM to release the Officiating orders for SDEs to DEs so
that officers who are retiring in the month of March 2009 will be benefited.
CGM agreed and directed us to meet GM (Admn.) on this matter after the

to Dir (HRD) when he visited Ernakulam on 7-11-2008. Thanks to Director (HRD)
for his timely intervention.
During the
official visit of the Dir(HRD) BSNL to Kerala Circle, the Association
met him at Ernakulam on 7th Nov 08 and made very cordial positive
interactions with him on important issues that require his attention and
action. CGMT Kerala Circle, GM (TS ) and PGM Ernakulam were also present.

Area Secretary (Central). Com.George Varghese, Ernakulam SSA Secretary
Com.Francis were present from the Association side. All the issues in the

1.Allotment of more
JTOs to Kerala Circle from the recent outside recruitment:
We highlighted the very poor
quota of a mere 96 JTOs to our Circle not at all commensurate with
the requirement or growth pattern of the Circle. In this connection the
vacancy projected by the Circle and the letter of the CGMT Kerala Circle was
1150 against which only 96 had been posted. The Dir( HRD) understood the
gravity of the problem and promised that he would examine the issue in
depth. However he felt that this was based on the notification issued for
the recruitment of JTOs which specified the quota for each Circle. We were
able to convince him that to meet the growth strategies of the Circle much
more Executive force was required. He promised to work out some
methods to increase the Executive strength by Rule- 38 transfers and
diversion of SDE/ JTO posts from other Circles.
2. Reallotment of
Executives recently promoted as SDEs in the 25% quota and transferred to
other Circles:
The Dir(HRD) was of the opinion that the
transfer to outside Circles from Kerala Circle was only a handful and that
could not be totally avoided even though he had given special consideration
to Kerala Circle on intervention by our GS. We were able to convince him
that Kerala Circle needed more reallotment especially to meet the
requirements of the new Technology areas. He directed CGMT Kerala Circle to
put up the case to him with details regarding such Executives working in
important areas. He also promised appropriate action on getting the report
from the CGMT. We will pursue the case further with the CGMT who was also
very positive on the issue.
3. Reallotment of Executives promoted earlier
on 75% quota:
On our submission the Dir(HRD) promised to take
a fresh look and reallot as many as possible but again on a justification
and report from the CGMT which he directed then and there. The matter will
be pursued further with the CGMT and the CHQ levels.
4. Non- drawal of increments to executives
untrained due to lack of allotment:
Dir (HRD) told that every action is in progress
to complete the training programme at the earliest. We however requested him
to issue orders for drawal of increments to such executives till the
arrangements and trainings are completed. He agreed to do the needful.
5.Pay scale of erstwhile
ASTTs :
We were able to give him a brief and in-depth
insight into the problem. He promised that he would study the case in detail
and take positive action to the extent possible.
6.Expediting Gr. A RRs
The Dir (HRD) said that action is in progress
and he would expedite it further.
We thanked the Dir (HRD) for his interaction
and positive pronouncements on all issues taken up by us.

Secretary along with Circle Treasurer met CGMT and discussed the following
issues.
(1)Officiating orders from SDEs
to DEs – Orders will be issued today as per DGM (Admn).
(2)Mandatory training with Time
Bound Promotions – In Kerala Circle nearly 300 officers are yet to
undergo E2–E3 training and all most all the officers in E5 grade not
undergone the mandatory training of E4–E5. We requested CGMT to interfere in
stopping the increment quoting the example of Ernakulam SSA. CGMT
immediately contacted DDG (Trg) and placed our request for allotting more
training centers to complete the mandatory training and extension for one
more year to complete the process. We requested CGMT to allow increment till
such time clarification orders are issued from BSNL HQtrs. From Association
side we informed CGMT that our CHQ is already on this issue and will be
settled soon.
Officiating
orders for JTOs declined their regular promotion in 2007 DPC will be issued
in one or two days. GM (TS) informed this to Circle Secretary and Circle
treasurer when they met him in his chamber. Finally administration accepted
our arguments on this issue.

Com.K.D.Sebastian expired at 11pm on 05-10-2008. All the members of the SNEA
(I) pay their respectful homage to the departed soul. Our fervent prayers

to the CS SNEA Kerala conveyed his appreciation to all the employees for the

because as a customer oriented organization we cannot tolerate any ill

Departmental Competitive examination for promotion to SDEs in Kerala Circle
considering the growth in the circle in last year and the huge target given

informed him that we will also take up the matter very strongly with the
BSNL Management through our GS for posting all the JTOs on promotion to

from outside quota to Kerala on the same line emphasizing the fact that our
share was very meager compared to other circles in all the three previous
allotment of JTOs for Kerala Circle. CGMT readily agreed for this and
directed DGM (Admn) to put up the draft for the same.
(4)We requested the CGMT to
consider the officiating promotion of JTOs who had declined regular
promotion in seniority quota in the last order of BSNL Corporate Office
since the mandatory period of one year ineligibility is already over. CGMT
directed DGM (Admn) to study the issue and put up for consideration.
(5)Residential Service Telephone
connection to Com. Levakumar SDE of Kollam SSA. CGMT agreed that he will
instruct GM (O) and GM Kollam to settle the case.

2618 Executives in JTOs, SDEs and DEs cadre out of 4214 sanctioned strength
( 62%) .He requested the GS to arrange allotment of maximum number of JTOs
from the coming out side recruitment of JTOs since in the previous JTO
recruitments allotment for Kerala was very meager as well as maximum SDEs
from the next Competitive and Seniority quota to Kerala Circle. Further he requested for
allotting all the adhoc DEs promoted from Kerala to Kerala Circle itself from the coming SDE to STS DPC.
This will help the growth strategy of the Circle, the tone for which was set
in motion by the GS himself during the recently concluded Circle Conference
at Kannur.
All the CWC members from Kerala and CS
Kerala Circle actively participated in the deliberations on the Joint
committee report on promotion policy, new transfer policy and viability of
BSNL. They contributed well with very useful suggestions and valuable inputs
particularly on the viability of BSNL..

Hold massive day long dharnas on 28.05.2008
The Joint Forum of Kerala Circle met on 23rd
May, 2008 and discussed about the undue delay in the issuing of payment
order by BSNL for 50% IDA merger and other matters related to the financial
viability of BSNL. It is unanimously decided to hold full day massive
dharnas on 28.05.2008 at Circle and all SSA HQtrs as per the call from Joint
forum CHQ. All SSA/ Branch secretaries
are requested to organise the dharnas massively

the platform of Joint forum to register our strongest protest over the delay
in issuing orders for merger of 50% IDA with basic from 1.1.2007 a complete
and astounding success. Defeat the sinister game plan of BSNL Management to
deprive us of fully justified merger of 50% IDA on the so called poor health
of the Company for which BSNL Management is largely responsible. Unite,
mobilize, struggle and defeat the conspiracy of BSNL Management. Come out on
the streets in massive numbers to expose the designs of the BSNL
Management.
As per the invitation of CGMT Kerala, Association representatives held
discussions with CGMT, GM Alappuzha, in presence of GM (Admn) and DGM (Admn)
regarding the arbitrary transfers and victimiasation in ALP SSA. After
detailed and prolonged discussions it is decided that
(1) transfer will be implemented in ALP SSA after working out the shortages
in stations (2) the standards and norms of the transfer policy decided in
the Kerala Circle will be strictly followed for meeting the need based
transfer. (3) there will be no rotational transfers. (4) Assn.
representatives will be called for discussion by the GMT ALP before the
issuing the transfer orders. CGMT requested the Association leaders to
suggest suitable officers for implementing the need based transfers.
Discussions were also
held on disciplinary/ CR adverse cases. The grievances of the officers
concerned will be settled by GM ALP. CGMT expressed the desire for a
competitive and consultative approach in ALP SSA. The Association
wholeheartedly welcomed the proposal of CGMT.

The XX Kerala Circle Conference started
off to a colourful start with the Circle President Com. K.D.Sebastian
hoisting the Association flag at 9.45 A.M on 8th May 2008 at
Hotel Kamala International, Kannur.
Earlier during the Pre- Circle Conference
CEC on 7th May, the GS Com G. L. Jogi informed that the transfer
policy was finalised with most of the proposals of the Associations getting
acceptance. He also informed that the promotion orders to Adhoc- DEs was
expected within a week and that the Cabinet note for ITS absorption had
already been placed for approval of the Cabinet.
The Circle Conference was inaugurated at 10
A.M. on 8th May by our GS Com. G.L.Jogi. Com W.Seshagiri Rao our
senior leader and president NCOA , Com S.L.Reddy our CHQ President
addressed. The GS responded to the several queries on various subjects
raised by the delegates. Sri. A.P.Abdullakutty Hon. M.P. and Sri.
K.Sudhakaran Hon M.LA.adressed the session on the inaugural day since they
had other preoccupations on the second day on which the Open session was
scheduled. Both of them assured total support to the BSNL in its
growth-oriented activities. They also reminded that no one could stand in
the way of the BSNL in its march forward. Others who addressed the
conference included Com.T.Issac Jt. Secretary (S), Com. R.Asokan AGS, Com.
Balakrishnan CS Tamil Nadu, Com. Gombi CS Karnataka.
The major discussions were focussed on
Promotion Policy, Transfer Policies at the National and Circle levels, local
officiating, request transfers etc. The conference identified the
requirement for a major thrust on the growth in market share and finances of
the BSNL with the leaders and delegates expressing their views on the
several factors that should contribute to the process. It was decided that
the SNEA should strive 1) for increasing the present market share of the
Circle from 41% to 50% by the end of the current financial year. This was
quite possible with the roll-out of the 1 million GSM Ph.IV.5 project, 2.5
lakh capacity increase in WLL, 3.5 lakh roll out in broadband etc. 2) to
work towards total professionalism in customer care with a 180 degree phase
shift in the attitude 3) to reduce the operating expenditure and 4) to fight
corruption at all levels tooth and nail.
A special session was held honouring and
remembering the services rendered by Com T. Issac Jt. Sec(S) and Com
O.Ramachandran Nair CWC Member, who had superannuated from BSNL service.
The Open Session held on 9th May
with a large attendance of almost 400 , was inaugurated by the hon.
Municipal Chairman, Kannur Municipality, Sri. B.P.Farrooq. The meeting was
addressed by Sri. K.S.Srinivasan CGMT Kerala, Sri. K.Upendran, Chairman
Organising Committee and former Chairman, Kannur Muncipality. Sri. S.S.
Thampi GMT Kannur, GS Com. G.L.Jogi, Com W. SeshagiriRao, Com. S.L.Reddy,
