Dear Comrades, after a long 2 months of untiring struggle by each and every members of SNEA (I), finally management agreed to almost all demands raised by us. Congratulation to All Comrades for our victory. SNEA (I) Kerala Circle extending sincere gratitude to the CGMT Sri. M.S.S Rao and the entire Circle Management and Corporate Office for settling our demands favourably.

We also extend our sincere thanks to all Trade Unions/Associations who have extended their support for settling this agitation. We also thank our CHQ for their guidance and timely interference to settle our demands.

Comrades, You all are the pillars of this Association who stand together, fight together fearlessly for our genuine demands. We salute each and every one of you.

Day 37 (31.07.2014)
Our Historic Relay Hunger strike entered into 37th Day. We are getting more support from everywhere. Even Some associations are advice their members to learn the unity, strength, courage and untiring efforts shown by SNEA (I), Kerala. Congratulations comrades, we are the role models in Association Activities. More than 30 Members participating for today's Hunger strike at Circle Office.

Country wide One Day Fasting is observed at All Circle Head Quarters in Support of Kerala Agitation. Two Day Fasting is started at Corporate Office by CHQ Office Bearers.
SNEA (I), Kerala Circle extending our sincere gratitude to All Comrades of SNEA (I) and well wishers for your active support.
Lunch Hour Demonstrations were conducted at All SSA Head Quarters of Kerala in connection with CHQ call.

BSNL Samara Sahaya Samithi convened a meeting today, 30/07/2014, at Samara pandal. Com. P.V. Chandrasekharan presided the meeting and following decisions were taken.

1. It is decided to conduct a Mass Rally in support the struggle of SNEA (I) on 04.08.2014, Monday at 12.30 Hrs.

2. Relay Full Day Dharna for one Week by the affiliated Unions/Associations.

Dear Comrades, we are continuing our Relay Hunger strike. All DSs are requested to conduct a Mass demonstration at All District Head Quarters tomorrow, 31.07.2014 in connection with CHQ call.

All DSs, Circle Office Bearers, Branch Secretaries and CEC Members are requested to make necessary arrangement for conducting Mass Rally at Trivandrum on 04.08.2014 at 12.30 hrs successfully.

DECSIONS OF THEMANAGEMNT W.R.T. AGITATIONAL PROGRAMME OF SNEA (I) KERALA.
There were Six round of Discussions, all lasting for more than 3 hours participated by CGMT , GM HR, GM CFA, GM Finance, Sr.GM Mobile, PGMT TVM, GM ALP, DGMs, AGMs ,SDEs Etc. half day management alone, half day management and Association. Is the Management is not serious on the issue? There are 18 paragraph , only 3 disagreement; Is not the Management not Magnanimous? This is what actually happening in the circle in the name of number of meeting which is at present must have exceeded more than 210 after the assumption of the present CGMT.

The points raised by the Association during the discussions with respect to growth of service, procurements of stores , deciding store requirement merely based on IMS package balance, AMC for Infra Maintenance , valid contract system for External maintenance in all SSAs , creation of separate vertical in CM section and reducing the strength of key areas like Transmission, NOC, system, External plant by reorganizing Divisions and sub Divisions, reduction in CFA revenue last year in spite of Tariff revision, reduction in net provision of Landline, Broad band and MNP with respect to last year etc was points for discussion in the meeting. In HR side our concern was on reduction of post from the Sanctioned post by Corporate Office in the name of rationalization, , need for better team work, taking SSAs heads and all stake holders in to confidence ,better consultation mechanism on decision making , HR attitude in the circle w.r.t promotion of JTOs, JAOs, 78.2% Pay fixation, Pay anomalies, Posting of New JTOs ,handling of Court cases etc and violation of Transfer policy of the Circle resulting transfer of officer from shortage area in the name of long stay which was unheard in BSNL were matters of concern for us.

We are thankful to the administration for having discussion on the issues raised by the Association for 3 days with CGMT , GM HR, GM CFA, M F Sr.GM Mobile, PGMT TVM, GM ALP and DGM HR.

We are also thankful to the administration for having agreed to consider the anomalies pointed out by us in recent transfer orders and some other left out cases.

The response of the administration on the issues of growth and operations of the service is yet to be seen as assured during the meeting.

Item No. 1 to 9 were anomalies in the order issued on 1st May 2014 and Item No. 10,11,12,13,15 were not connected with rationalization or transfer order issued on 1st May 2014 but were only mere pending administrative matters.

It is seen that the Administration expanded the Agreed List by allotting One paragraph to each individual case, luckily requests transfers approval (more than 90 requests) is concluded in one paragraph otherwise the agreed List could have gone beyond 120!!!


Item no. 14:- Rationalization: one of the core issue for agitation as its against sanction form Corporate office and not based on field requirement affecting the operations of service and resulted showing SSAs like Kannure as a surplus SSA- Management not ready to cancel it the but now agreed to be a “guiding principle”?.

Item No. 16:- Transfer of Dist Secy TVM Santhoshkumar: This was a case of vindictive action for leading organizational program in Trivandrum . The transfer order issued on 12 June 2014 during the course of agitation program is nothing but vindictive action . The circle office had issued 7 instruction during the month of March to all Units to effect transfer if any on account of sensitive post or anything of such nature. The Circle office has issued many orders accordingly in March-April. Now the name of Com. Santhosh Kumar was picked up only on account of organizational activities.

Item no. 17:- Transfer from Kannur: Most important policy matter and violation of existing transfer policy followed in the circle as well as in whole BSNL- Transfer merely in the name of long stay alone from a shortage area. Transfer for the sake of Transfer. This will have far reaching consequence in all cadres in all SSAs and all Circles. In spite of discussion on 1st May, 19th May , 14 the June, 24, 25, 26th July the The CGMT could not give any convincing reason for transferring officers from Kannur which is having 60 % shortage ( the maximum Shortage in the Circle ). All these discussions were lasted for more than 3 hours on each day.

All Officers except CGMT was agreeing to our view but the stubborn attitude of the CGMT without any convincing reason made the whole exercise a futile one. Even our suggestion to keep the item pending for further discussion or for referring to Corporate Office initially seems to be acceptable to CGMT in the meeting but after publishing the decisions it is seen that his agreement in the meeting to refer Kannur Case to corporate Office was rejected by CGMT.

Item 18:- Action taken like dies non, show cause, charge sheet under Rule 36 etc for participating in Dharna and Hunger strike etc.

As the usual practice and It is quit natural that when an agitation is settled all the vindictive action are withdrawn . The normal procedure is that even the strike period is regularized as eligible leave. In our case officers have submitted leave in advance and in most cases it was granted by the competent authorities. But actions of dies non, show cause, second medical opinion, charge sheet under rule 36 for major penalty with charges “ you have participated in the hunger strike call by SNEA” were initiated at the direction of the CGMT as ADMITTED by the CGMT during the meeting. The names were selected by the Circle office by seeing photograph or as supplied by “informers” . Charge sheets were vetted from circle office. The CGMT has decided to proceed these cases as per rules.

The CGMT being the Appellate Authority should have refrained from making any comments on disciplinary actions.


Comrades, many points referred above are projected as our demands of the agitation, to make a purposeful image that our agitation was only for transfers. Some Points like Looking after arrangement were presented by the Association during the meeting to emphasize that while dealing with HR issues, the admin is not following in common norms but making pick and choose method. Some names we have pointed out to substantiate our point that the administration gave LA arrangement to some officers junior to the officers mentioned in the list. So the CGMT agreed to correct their mistakes but it appeared as one of the demands of our struggle just to make confusions.

Dear comrades in this regard, all are requested to be focused and stay united to continue with our agitation, and also requested not to mislead by any false propaganda . The administration is really worried about our indestructible unity even when the CGMT went on with stiff vindictive actions. Once again the Association hats off to each and every members for your continuous, fearless , unstoppable and tremendous support .We need to continue with this struggle in a peaceful manner ( we understand your sentiments) till our democratic and peaceful mode of protest achieve our genuine demands and make the Circle to new heights…

All DSs are requested to form Samara Sahaya Samithi by calling all Unions of BSNL and All Unions/Associatons of State/Central and PSUs including Banking sector and All Central Trade Unions at SSA Level by 31st July 2014 and arrange a common program by 4th August 2014.

All DSs are requested to send minimum 5 Members each from all SSAs for Next week Relay Hunger Strike and also requested to make maximum preparation for 100% Participation for the Samara Sahaya Samithi's Mass Rally on 1st August 2014.

Even after marathon discussion, the administration failed to understand how the bad policies are affecting Kerala Circle. Our continuous efforts and discussions could convinced the Management to approve all pending request transfers which was a routine in Kearla Circle and some rearrangement and the short coming of rationalization. We appreciate the management for understanding the genuineness of these cases raised by this association. Management is still continuing with its stubborn attitude by not changing their policies while dealing the point raised by the Association regarding the growth and service efficiency of the Circle is not reflected in the decisions released by the management.

All along we were telling that the attitude of the management is demoralizing and it failed to recognize the performance. The classic example is the treatment of Kannur SSA. At Last after the Marathon discussions for the last three days and discussing 4 hours in each days by 5 GMs and CGM, finally the Management has issued an order regarding our agitational Program. In spite of the discussions started from 1st May 2014 till today, the management failed to understand the core reason behind the agitation called by the Association. Our Struggle was against change of policies which is affecting the perfomance of the Circle, was against transfer for the sake of transfer, was against transfer in the name of long stay alone, was against the so called rationalization which failed to recognize the real requirement for the operations. In the transfer order issued when Six SSAs were exempted as they were shortage SSAs, the officers from Kannur SSA were transferred which was having highest shortage ( more than 60%).the working strength of Kannur SSA is only 179 against the sanction strength of 450 while the whole country is looking to Kerala Circle for its best performance as role model for other circles, Kannur SSA is the role model for all other SSAs in Kerala. Even with 40% of the staff serving 5000Sq. Km area, 203 Exchanges and 3.5 Lakhs Landline with enviable record in MNP (the First SSA in the country crossed One Lakh Net Port In), Marketing initiative etc deserve all kind of applause from each and every sensible management as well as every workers. There is no reason to transfer the officers who has toiled for these results which will be demoralize each and every workers in BSNL. Unfortunately the CGMT failed to understand these facts and merely stuck on to his stubborn stand of transfer in the name of Long stay.

The transfer in the name of long stay from a shortage area of Circle is a policy matter which is having repercussion at All India Level both executives and Non Executives. These kind of policies cannot be accepted to any employee or association who really stand of the welfare of its members.

So comrades, we will continue our Relay Hunger strike. All are requested to attend the Relay hunger strike from Tuesday. Hunger Strike will be conducting in All Circles as called by CHQ. At corporate office Hunger Strike will be conducted on 31st July 2014 and 1st August 2014 as called by CHQ.

The CGMT is not ready to withdraw the actions taken to curtail the Trade Union rights. So we will have to go ahead for the Protection of Trade union rights and for the creation of a conducive and democratic decision making process wherein all stake holders are involved and taken into confidence. Further our deferred program by Samara Sahaya Samithi will be conducted by Mass Rally and public meeting on 1st August 2014.

Day - 31:- Our 31st day of Day night Hunger strike is still continuing in front Circle Office.




Meanwhile SNEA (I) saluted the on going indefinite Hunger strike by Kerala Government Nurses Association in front of DHS office Trivandrum. Circle Secretary addressed the On-going struggle of KGNA and declared our unconditional support for their legitimate and democratic struggle. We further expressed our active support by shouting slogans.

The Discussions with administration are over, Management will communicate their decisions on Saturday. We are awaiting the decisions from the administration for formulating further course of actions. We will continue the relay hunger strike in front of Circle Office till we meet our goals.

The scheduled meeting with CGMT Sri. M.S.S. Rao is held today in Circle Office. Detailed discussions took place with the Administration on the pending issues. Circle President Com. K. Sudheer, Circle Secretary Com. George Varghese, Circle Vice President Com. K.O.Aleyas, Circle Treasurer Com. Premkumar. G, Central Working Committee Member Com. Suresh Kumar. R and District President, TVM Com. Narendra Kumar represented from the Association Side.

Sri. R.M. Subbaiah, Sr. G.M (NWO-CM & NWP-CFA), Sri. V. Prabhakar PGMT(TVM), Sri.K. Sathyamoorthi GM (HR and NWO –CFA), Sri. Nirmal P.G(BP/IT, S/M -CFA) and Sri. Satish Ram GM (ALP), Sri. Srinivasalu GM (F), Sri. James Sagaya Raj DGM (HR) and other officials represented the Management side along with CGMT.

Circle Secretary briefed the Association’s interactions with the circle management on various issues like lack of consultation with staff side, Publication of result of JTOs and JAOs under LICE for settling the issue administratively rather than driving them to courts, implementation of 78.2% DA Merger of left out JTOs, Posting of JTOs under field training by considering requirement of All SSAs, Consideration of all left out Requests for Transfers, operational issues and AMCs, procurement of Drop Wire, Cable etc., formation of division/subdivisions, feeling of harassment in meetings, the air of mistrust etc since the inception of the CGMT Sri. M.S.S. Rao. The association also expressed its apprehension regarding the growth of BSNL Services during the last one year which has declined from previous year. Finally we have pointed out the rationalization policy decided unilaterally by the administration resulted in transferring of executives without following the precedence which was prevailing in the circle.

Management explained the procurement made in the circle during the last one year like drop wire, 5 pair cable, battery etc. To our point regarding reduction in CFA revenue during last year, it was clarified that there was decline in revenue in CFA section till September 2013 and now we are in a positive side.

Other Points discussed are:-

Rationalization:- The Rationalization formula arrived at unilaterally by the Circle Office has not considered the actual requirement in many important field like Transmission, External Plant, Marketing etc. We have pointed out that in reality the SSAs are not able to function as per the staff strength decided by the circle office in many of those fields and in fact these officers are working in the same field though they are shown under different HR Head. As far as our views on Rationalization CGMT mentioned that he is not particular in insisting the rationalization formula and the SSA heads can decide the postings in their units and the distribution of staff can be made according to the sanctioned strength as per Corporate Office of each SSA. In that case, CGMT wanted staffs are to be distributed equally among all SSAs in that case. We have emphasized that Geographical condition, market potential, revenue, historical reason like popularity, strategic importance like state and circle head quarters, service area are also to be taken into account while deciding the distribution of available staff.


Coming to the other pending HR issues:-
1. Rationalization issues at Kannur:- we have made categorically clear that Kannur is the most shortage area and transfer from Kannur is beyond our imagination and those orders to be cancelled. Though the management tried to present the statistics regarding Working strength with respect to sanctioned strength, none of the statistics could disprove our contention. Finally CGMT has stated that he had understood our points and decisions would be informed later.

2. Rationalization issues at Eranakulam:- The transfer orders issued from Eranakulam as per rationalization has resulted the reduction of executives from the highly revenue earning SSA which will be detrimental to BSNL Revenue. Further it has jeopardized the transfer policy followed in the SSA regarding the services of High-range Area. We have urged to retain maximum executive by considering the requirement of High Range Area. Detailed discussion regarding the justification for considering high range as a separate unit was taken place pointing out the precedence in the circle by calling volunteers and posting officers directly from the circle office. Finally CGMT agreed to consider the case on its merit.

3. Regarding other transfer cases ie. 57 years, already worked in other SSAs, left out compassionate cases etc were agreed to consider as done last time.

4. Posting of New JTOs:- In recent allotment of JTOs for field training, the requirements of Trivandrum, Eranakulam, Kottayam and Trichur were ignored and we have requested to review requirement of the SSAs while issuing regular posting orders after field training.

Punitive actions as part of Agitation. Finally we have requested CGMT to withdraw all punitive actions and transfers initiated during these agitational period and the CGMT replied that these would be decided as per natural procedure. (This is one of the invariable items in the settlement of any agitational Program.)

Comrades, the discussions were positive and we are hopeful for the fruitful decisions in all issues raised by us within two days as assured by the CGMT. As a positive reciprocation to the assurances given by the CGMT, the BSNL Samara Sahaya Samithi decided to postponed the announced program on 25th July 2014 to next week.

Comrades, we will continue with our Hunger Strike which has been continuing for the last 30 Days and the Work to Rule till a final positive decision is communicated by the CGMT.

And it is also decided to hold a meeting by next week to formulate further course of actions.

Day 28

Day -28:- More than 60 Members have participated today’s Hunger strike and more than 1500 members are still on leave in Kerala Circle. Faults of Kerala circle raised to 72000 today. Services are badly affected.

Comrades, keep moving, stay together, Our CHQ is continuously in touch with Top BSNL Management. Since CMD was in a meeting with MOC, CHQ President and General Secretary met GM (SR) and explained the vindictive actions are being continued by the Looking After CGMT even after the instructions from Corporate Office. All comrades are requested to be united and we are still continuing our Hunger strike at Circle Office till our demands are met.
